Description:



This is a sources sought synopsis for the General Services Administration, Public Building Service, Region 9, Mountain Plains Service Center (GSA). This is not a solicitation announcement, and there is no request for proposal or related documents. This synopsis is exclusively for market research to determine the interest of qualified small business sources. Information gathered from market research may be used to assess the competitive environment, method of solicitation, type of contract, content of the solicitation, and for other planning purposes. All pricing will be provided from an agreed to industry standard pricing manual.



Contract Type:



The anticipated type of contract is a firm-fixed-price, indefinite-deliver, indefinite-quantity (IDIQ) type contract with a base and four option year period. The Government anticipates the award of a contract to a single awardee. The IDIQ contracts are projected to have a combined maximum aggregate Value of $10,000,000. The minimum order limit of the contract is expected to be $2,000. The expected maximum order limit for each task order is $250,000, but is not limited to this amount. The majority of task orders are expected to be between $2,000 an $50,000. The anticipated minimum guarantee for the IDIQ is $2,000.



NAICS:



The NAICS code for the procurement is 236220, Commercial and Institutional building Construction with a size standard of $45 million.



Subcontracting:



In accordance with FAR 52.219-14, contractor must perform at least 15 percent of the const of individual task orders under the IDIQ contract.



Set-Aside:



The Government intends to set aside the requirement for small business concerns.



Anticipated Scope of IDIQ:



The scope of the IDIQ will require small project delivery of repairs, alterations, and renovations estimated to be between approximately $2,000 and $50,000. Individual task orders may exceed $250,000. Contractors will be responsible for responding to task orders to deliver projects at Federal buildings across the state of Utah. Contractors may be required to provide shop drawings, product specifications /data, equipment specifications, and material data sheets. Work under this contract may include, but is not limited to, mechanical, electrical, plumbing, structural, roofing, building renovations, demolition, concrete, fire/life safety systems, abatement of lead and asbestos, remediations of mold, painting, carpet installation, interior and exterior finishes, and drywall. Contractors must provide all of the following, but not limited to management, supervision, labor, materials, equipment, transportation, disposal, tools, and coordination.



The Federal buildings expected to be covered are located in Salt Lake City, Ogden, Provo, and St. George, UT.



Purpose of IDIQ:



GSA has a bona fide need for the proposed IDIQ contracting vehicle to streamline small project delivery. Data shows that GSA, Region 8 has issued 20-30 task order encompassing roughly 50-60 projects in total annually to perform alterations and repairs. GSA also executes contract actions for a large quantity of reimbursable work authorizations annually for small project deliver of minor and major alterations, repairs, and renovations. The proposed IDIQ contract will continue to allow GSA to provide fast responses and improve the overall operational readiness for Federal buildings. Substantial benefits of the IDIQ contract would include quality improvements, reduction in acquisition cycle times, improved competition, and better responsiveness to Government requirements. Small businesses are invited to provide input concerning the proposed consolidation. Feedback in limited strictly to electronic correspondence, please limit feedback to no more than 5 standard size pages (8.5”x11” document with one inch margins).

Include with your response a brief description of experience with the required work, the name of your business, business size and classification, business DUNS and UEI Numbers, and a point of contact. Interested contractor are encouraged to provide a capability statement to demonstrate and overview of i) the firm’s expertise and ability to manage multiple projects simultaneously; and ii) ability to devote appropriate resources to finish projects on time, of a high quality, and within or under budget. Contractors are also encouraged to provide specific details on how their firm’s capabilities could support GSA’s need for small construction project delivery across the state of Utah. Please limit information to no more than 5 standard size pages.
