The National Geospatial-Intelligence Agency (NGA) intends to award a sole source, firm-fixed price contract to Inmarsat Government, Inc, 11600 Sunrise Valley Drive, Suite 200, Reston, Virginia 20191 for the SafetyNet II Subscription Service under the authority of FAR 13.106-1(b)(1). The SafetyNet II Subscription is a service that provides vessels with navigational and meteorological warnings, meteorological forecasts, shore-to-ship distress alerts, SAR information and other urgent information in accordance with the requirements of the International Convention for the Safety of Life at Sea (SOLAS), 1974, as amended.
Inmarsat possesses multiple capabilities to provide vessels with navigational and safety warnings and direct access to Inmarsat satellites through its SafetyNet II web user interface. Inmarsat is the sole provider of the SafetyNet II Service.
No competition is being sought. The period of performance will be for a total of 60 months.
This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any entity that believes it can meet this requirement may give written notification no later than the response date. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
