Scope of Work – Dewatering Pump Flat Lifting Skids (3)



1. Project Description



The Saint Paul District of the U.S. Army Corps of Engineers (USACE) has issued this solicitation for the procurement of three (3) lifting skids for dewatering pumps for the St. Paul District Corps of Engineers – Maintenance & Repair section in Fountain City, WI.



2. Project Scope Statement



The current units have deteriorated past a repairable condition. This project is meant to supply all the major components necessary to replace the current units. The Maintenance & Repair section will remove the pumps from the old lifting skids and reinstall the pumps on the new skids. Delivery is to be no later than August 1st, 2024.



3. System Components



Specifications for each dewatering pump lifting skid assembly shall be:






  • Flat lifting skid shall be constructed of steel (no stainless or aluminum) and be equipped with fixed rigid steel rigging assembly that holds up the overhead rigging beam.

  • The skid and rigid steel rigging may be made of square or pipe steel stock, however, these material types can hold water and suffer freeze damage during winter operations. All ends must be fully open to prevent the water from being trapped and ensure galvanizing reaches those surfaces.

  • The rigid steel rigging shall include an overhead rigging beam (which matches the overall length of the skid) equipped with two stainless steel load rated swivel hoisting points located 24” in from each end of the overhead rigging beam. Stainless steel shackles may be used provided they utilize either a hole in the beam for the shackle pin OR a fixed lifting eye assembly that bolts onto the rigging beam.

  • The overhead rigging beam shall have ¾” holes drilled every 6 inches on center along its length to enable top mounting bracket installations of various pump assembly configurations.

  • All steel components of the lifting skid and rigging assembly shall be entirely galvanized.

  • The flat lifting skid base design shall include a uniform bolt hole pattern grid of 3/4” bolt holes, 12” on center, across the entire area of the base to allow for securing various pump configurations.

  • The flat lifting skid design shall include fork pockets in the base for moving the skid with a fork truck.

  • The steel lifting skid and rigging assembly shall be no larger than 96” long by 54” wide and no smaller than 93” long by 51” wide to allow for rigid brackets and hardware; and the platform shall not have side walls to allow water and debris to flow off it when being pulled from the water (see attached drawing). 84” maximum overall height from ground to top of rigging beam. If utilizing fixed lifting eyes, maximum height of 88” from ground to top of eye.






  • The rigid steel overhead rigging beam shall be orientated the long way over the skid base no higher than 72” and no lower than 71” high from skid floor to bottom of rigging beam (see attached drawing).

  • The flat lifting skid, rigid steel rigging assembly, and the picking points shall all be load rated for no less than 10,000 lbs. and load tested to 125% of load to include certification documentation with delivery.

  • All lifting skid and rigging assembly components must meet ASME B30.20 standards for below-the-hook lifting devices as well as BTH-1 Design for Below the Hook Standard and must also be designed and stamped by a Professional Engineer (PE).

  • Manufacturing drawings and documentation of load ratings shall be provided for each separate lifting skid and rigging assembly.

  • The lifting skid and rigging assembly shall be labeled with the empty skid weight, load capacity, manufacturer model number, and manufacturer serial number.
