This is a Sources Sought notice published FOR MARKET RESEARCH PURPOSES ONLY in accordance with Federal Acquisition Regulation (FAR) Part 10. No solicitation is being issued at this time. The results of this market research will be used to help identify sources under NAICS Code 541512 which are capable of fulfilling the requirement below. Please do not submit price quotations at this time. The issuance of this sources sought notice does not commit the Government to issue a solicitation or ultimately award a contract or purchase order for this requirement. The Government is not liable to pay for or reimburse any companies or entities that respond to this announcement for any costs incurred for preparing responses to this notice.

Requirement

Portsmouth Naval Shipyard (PNSY) is seeking a forward thinking company with experience in Information Technology (IT) to provide Architectural and Engineering consulting services in support of IT upgrades to the PNSY Emergency Control Center (ECC). The consulting services should identify programs and capabilities which may be used to fulfill the mission of emergency preparedness and response at (PNSY) and meet all applicable requirements:

A: Video Processing Solution:

A video processing solution capable of providing an optimum display of data/information during a casualty and allows emergency responders, both within and exterior to the ECC, to have a common situational understanding upon which to act. This system must be capable of receiving and projecting (audio and visual) input from various government owned classified and unclassified networks, and commercial inputs providing live television channels. The Video Processing Solution must be able to

simultaneously display numerous inputs, to allow for a Common Operating Picture during emergency response.

B: Cloud/Server Based Video Clipping Solution: A cloud based video clipping solution capable of recording, transcribing, and replaying live video from various sources such as television and/or internet. This solution must interface with the video processing solution to display saved video in an expeditious manner to support emergency response needs. Additionally, this solution must include the ability to search for key words or phrases using Closed Caption or other applicable method to compile media and display in an easy to understand

manner.

C: Other IT Solutions As Applicable:

Consulting services should review current IT capabilities of the ECC and offer available solutions where capabilities not otherwise identified in this Statement Of Work could be improved, or functionality could be added to the ECC to support of their emergency response mission. Site Access:

Contractors providing consulting services contained in this contract shall obtain all applicable security credentials necessary to obtain access to PNSY. Additional coordination will be required for access to the ECC. Points of contact will be provided to the successful applicant following award of the contract. Parking for one vehicle may be arranged near the physical location of the ECC. Additional parking will be in accordance with existing standard shipyard policies and procedures.

Final Report:

A report shall be issued to the ECC identifying IT systems reviewed under this contract, and will specify any recommendations for upgraded or new capabilities that meet the requirements of the Government identified during this review. Capabilities of recommended systems or services shall include sufficient detail to aid in sourcing those capabilities following completion of the services identified in this contract. This detail must also identify if the recommended capability is proprietary in nature, or a common product offered by more than one vendor.

Government Work Hours:

All installation work shall be scheduled between 7:00AM and 3:00PM, Monday through Friday. No work shall be scheduled during federally observed holidays.

A design solution shall be submitted as soon as possible after contact award. Required installation due date is 11/30/2024.
