Restoration of Federal Records
Overview
The John D Dingell VA Medical Center is seeking assistance from a contractor for services to provide restoration and retrieval services of federal records.
Project Purpose
There are approximately 50 boxes of federal documents retrieved from the Facility s trash compactor. The federal documents are in three large tubs located in the file room. Contractor must provide document recovery services to the John D. Dingell VA Medical Center (JDDVAMC), 4646 John R ST, Detroit, MI 48201.
Scope of Work
1. The Scope of Work is to identify federal documents, clean, inspect, or dispose as needed.
2. Remove and inspect federal documents with the assistance of the Records Officer and Privacy Officers to identify salvageable federal documents.
3. Set up HEPA Filtration devices for odor control and or remove documents offsite to clean, inspect and/or dispose.
4. Inspect each federal document separate as needed.
5. Clean, sanitize, and re-box identified salvageable documents as stated by the Records Officer and Privacy Officers.
6. Destroy documents that cannot be recovered as approved by the Privacy and Records Officers.
Scope of Work is subject to change however, the determination and approval shall be made by the Contracting Officer.
Duties and Responsibilities
1. Provide a Project Director or Manager, Restoration Supervisor, and cleaning laborers to perform the document restoration services.
2. Conduct daily safety meetings at the beginning of each workday shift. All work must be performed according to Federal OSHA regulations.
3. Provide all equipment and materials necessary to complete the restoration project unless otherwise specified.
4. Coordinate with Privacy Officers and Records Officer as Point of Contacts for all communication and security procedures with JDDVAMC.
5. Coordinate with Privacy Officers and Records Officer for an area in which a supply and equipment distribution can be maintained.
6. All federal documents which cannot be salvaged must be shredded according to the rules and regulations of the Records Control Schedule 2021 and or the General Records Schedule
Deliverables
1. Cleaned, sanitized, and re-boxed salvageable documents; coordinated with Records Officer and Privacy Officers.
2. Record of destruction of non-salvageable documents.
Conclusion
The restoration project must be performed onsite at John D. Dingell Detroit VA unless the cleaning and sanitation is beyond the process onsite.
