Description
Trees and Landscape Rehabilitation at Natchez Visitor Center

The National Park Service, Southeast Region, West Major Acquisition Buying Office, hereby issues a combined synopsis/solicitation for Landscaping Services or consultation relative to the care and maintenance (pruning, topping, trimming, and removal) of ornamental trees and shrubs. This combined synopsis/solicitation for commercial items is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quotation (RFQ) Solicitation No 140P5223Q0040. The NAICS code is 561730 and the small business size standard is $9.5 in millions of dollars average annual receipts (13 CFR § 121.104). The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates applicable provisions and clauses in effect through Federal Acquisition Circular FAR FAC 2023-01 December 30, 2022. SOLICITATION INCORPORATES BY REFERENCE FAR 52.212-1, 52.212-4. FAR 52.212-3 AND 52.212-5 ARE ATTACHED. All clauses and provisions may be accessed online at www.acquisition.gov/far and or agency supplements https://www.acquisition.gov/diar.

The National Park Service has a need for a Firm-Fixed Price contract for Trees and Landscape Rehabilitation project at Natchez Visitor Center located at 640 South Canal Street, Adams County, Mississippi. Required services include selective removal of trees, trim others, prune and clean affected areas on federal lands at the Natchez Visitor Center (headquarters for the Natchez National Historical Park) as per site map and reference notes in the attached SCOPE OF WORK page(s) 8 and 9 of 15.

SCOPE: The contractor shall provide all equipment (e.g. bucket trucks, aerial lifts, chipper trucks, wood trucks, chain saws, etc.) and services of a Arborist and bonded, insured and licensed tree surgeon/qualified crew to perform requisite services in a safe and efficient manner to remove selected trees, trim others, prune and clean affected areas.
1) Fell and remove large live oak in island next to light pole. Mechanically grind stump.
2) Fell and remove multiple large cedars along southwest drive. Mechanically grind all stumps.
3) Raise crown on all oak trees along perimeter and in islands, remove all dead limbs.
4) Fell and remove 25" broken live oak. Mechanically grind stump.
5) Remove all small trees in the last 3 islands in parking area. Cut stumps flat with ground to allow for mowing.
6) Fell and remove oak. Mechanically grind stump.
7) Remove +/- 6 small magnolia trees. Coordinate exact trees with COR.
8) Remove 2 out of the 3 live oaks just south of courtyard on east side. Mechanically grind stumps. Note that some electrical work will be needed to remove ground light fixture.
9) Remove crape myrtle by large cypress in corner of courtyard. Mechanically grind stump.
10) Remove the middle 2 large 25" live oaks in courtyard. Mechanically grind stumps. Note that some electrical work will be needed to remove ground light fixture.
11) Trim all crape myrtles to provide clear 7'-0" dimension from ground level to bottom of limbs.
All work shall be under the direction and general supervision of an Arborist(s) certified by the International Society of Arboriculture (ISA) who possess verifiable experience and technical competence in tree physiology, identification, diagnosis of disorders, and current tree care and safety practices in accordance with accepted industry standards. All work around power lines shall be performed by Certified Line Clearance Tree Trimmers in accordance with OSHA 229 CF 1910.269, 1910.331 and ANSI Z133.1-1994. Trees shall be cut flat and as close to ground as possible with no mechanical grinding of
stumps unless specifically noted otherwise. All tree limbs to be trimmed to provide for a clear 7¿-0¿ dimension from the bottoms of limbs to ground throughout property as per Map Reference Notes. All work shall be performed Monday through Friday from 8:00 am until 4:00 pm. No work will be performed on weekends or federal holidays without prior approval.

SITE VISIT: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The Natchez Visitor Center is open daily from 8:30 am to 5:00 pm. Contractors shall notify NPS staff of scheduled site visits to ensure access to secure areas.

SAFETY: The tree care industry must comply with all the general industry standards (29 CFR 1910). OSHA Standards Frequently Cited Standards https://www.osha.gov/tree-care/standards

SERVICE CONTRACT LABOR STANDARDS: Service contracts over $2,500 shall contain mandatory provisions regarding minimum wages and fringe benefits, safe and sanitary working conditions, notification to employees of the minimum allowable compensation, and equivalent Federal employee classifications and wage rates.
Contractors shall pay employees at least the wages and fringe benefits found by the Department of Labor to prevail in the locality as cited in the attached Wage Determination # 1979-0150 Revision # 6 Last Revised Date: Apr 28, 20232. https://sam.gov/wage-determination/1979-0150/62

STATE LICENCE REQUIREMENT: In Mississippi, persons who advertise as a licensed or bonded or insured tree surgeon and receive compensation for any work or consultation relative to the care, pruning, cabling, bracing, topping, trimming, fertilizing, cavity work and removal of ornamental trees and shrubs in any manner are required to have a Tree Surgery License (TSL) issued through the Mississippi Department of Agriculture and Commerce (MDAC) Bureau of Plant Industry. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered (listed in descending order of importance):

1. Technical - (responsive offeror's qualifications and capability to satisfy the agency need).
2. Price - (proposed price will be determine fair and reasonable, whenever possible, on competitive quotations or offers or price analysis IAW FAR 15.404-3)

A "best value" source selection decision will be made in accordance with the provision at 52.212-2, Evaluation-Commercial Products and
Commercial Services. The Contracting offices may conduct comparative evaluations of offers and select other than low price. To determine "best value" the ordering activity may consider price and other factors:
(i) Technical capability of the service required for effective program performance
(ii) Past performance
(iii) Delivery terms

Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show¿
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
