INTRODUCTION

ACC-APG, Tobyhanna Division is issuing this Sources Sought synopsis as a means of conducting market research to identify potential sources having an interest in and ability to provide unscheduled/emergency repairs and materials to maintain all components of the Access Controls Security Maintenance System (SMS) to be sustained in a fully operational state. Currently, there are approximately 253 card readers located in 23 buildings located at Tobyhanna Army Depot.

The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this Sources Sought Notice/Market Research, this requirement may be set-aside for small businesses or procured through full and open competition. It is anticipated that any award resulting from a solicitation would be a single-award, time and material/labor hour contract. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

ELIGIBILITY

The applicable NAICS code for this requirement is 561621 with a Small Business Size Standard of $25,000,000. The Product Service Code (PSC) is 6350.

INTERESTED OFFERORS MUST:

• Be able to provide unscheduled/emergency repairs and materials to maintain all components of the Access Controls Security Maintenance System (SMS) to be sustained in a fully operational state.

• Be available to receive calls immediately by telephone 7 days a week, 24 hours a day, throughout the duration of the contract.

• Demonstrate the ability to develop and implement procedures to identify, prevent and ensure non-recurrence of defective services.

• Be certified to purchase and install Vanderbilt Industries (Acre Security) system components and SMS software including the ability to update and upgrade the system when necessary.

SUBMISSION DETAILS

Interested businesses should submit a brief capabilities statement demonstrating the ability to provide the products/services listed in the DRAFT Performance Work Statement. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.

Your response to this Sources Sought, including a capabilities statement, shall be electronically submitted in either Microsoft Word or Portable Document Format (PDF), to Deborah Belak, Contract Specialist, at deborah.belak.civ@army.mil no later than 12:00 EST on Friday, April 18. 202. Please reference the synopsis number (PAN009215) in the subject line of the e-mail and on all attached

documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

If your organization has the potential capacity to provide the required products/services, please provide the following information:

2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
