Amendment Number 0001 is hereby issued to make corrections to Solicitation 6913G623Q300028 Package and provide responses to questions received as described in the SF 30 Page 2 of 2.



It is requested that the Quoter acknowledges receipt of this Amendment by returning a completed and signed Fields 15A-C of the SF 30 with their quote.



There are two attachments added to this Solicitation Package as part of this Amendment: both documents are titled 6913G623Q300028_0001.



This solicitation is being conducted IAW FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. This acquisition will be competed as a total Small Business Set-Aside (SB SA) to all qualified quoters and the Government intends to award of a Firm-Fixed-Price purchase order. The Government intends to award to one Certified Small Business Vendor. This award decision will be made at time of award on the basis of Best Value after evaluation of quotes are received. The applicable North American Industry Classification System (NAICS) Code is 336510, Railroad Rolling Stock Manufacturing, with a small business size standard of 1,500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04.



The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, issues this solicitation for the Manufacture and Delivery of two new engine-generator set (GenSet) road switcher locomotives with EPA and ultra-low emission certified diesel engines and a complete range of technical data, materials, and equipment necessary to ensure long term compliance, operations, support, and maintenance for the locomotives, including Basic on-site operator training no later than 21 days following delivery and the option of Additional Off-site 5-DayTechnical Training at the Contractor’s Facility. The Total of 2 GenSet Locomotives are for the U.S. Air Force at Joint Base Charleston, SC and U.S. Army Fort Bliss, El Paso, TX, one for each installation.



All vendors must be registered and in Active Status in SAM to receive an award from a USDOT Agency. Contractors may access the site at http://www.sam.gov to review and obtain information about the registration and renewal process. Potential quoters are highly encouraged to complete the online provisions within the Representations and Certifications at the earliest within SAM. Applicable representations and certifications must be completed in order to receive an award from a DOT Agency.



All details pertaining to this solicitation can be found in the attachment titled 6913G623Q300028. The Quoter shall adhere to the solicitation instructions and submit the quote accordingly.
