This Justification and Approval for Other Than Full and Open Competition has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquisition Regulation (FAR) 6.305. Any and all redactions in this published document (that is, language marked out or deleted) have been identified and confirmed by the Government as contractor proprietary information which the Government must protect from unauthorized disclosure. As the Government’s intent to acquire using other than full and open competition was previously published on the Government-wide Point of Entry (Contract Opportunities) and all public comments considered at that time, the Government does not intend to respond further concerning this publication.
The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the provision of standards development expertise for the voluntary Digital Imaging and Communications in Security (DICOS) Standard 4.0.for a base year and two (2) 12-month option periods. Accordingly, the TSA intends to award a contract to National Electrical Manufacturers Association (NEMA), 1300 North 17th Street, Suite 900, Arlington, VA 22209. This contract will address the requirements of TSA Requirements and Capabilities Analysis (RCA) DICOS Standard.
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
