This is a Sources Sought synopsis only, not a solicitation announcement and is issued solely for informational and planning purposes. This posting is not a Request for Proposals (RFP) or a Request for Quotations (RFQ), and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this Sources Sought. No basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. Further, the USCG is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time, no solicitation exists; therefore, do not request a copy of the solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.





The USCG is looking for companies capable of providing laboratory results of surface dust contamination through wipe samples taken by USCG air stations and ALC.



Specific features and functions required are listed below.



Laboratory Equipment to distribute to air stations




  • Sample Return Baggies

  • Gloves for each wipe sample

  • 5µm PVC Filter no cassette

  • Green capped vials

  • 10 x 10 cm Wipe Template



Laboratory certified to complete the requirements of




  • OSHA W4001




The proposed North American Industry Classification System (NAICS) code for the future acquisition is 541380 - Testing Laboratories and Services. The size of business pursuant to NAICS is $19M.



Sources Sought Responses:



Responses to this notice should include Company Name, Address, Telephone Number, Point of Contact (POC), and Cage Code.



All Contractors, qualified to provide analysis of hexavalent chromium wipes, should submit a response presenting sufficient information to substantiate that:



The Contractor has hexavalent chromium surface dust sampling media and analysis that meets or exceeds specifications referenced above.



How many locations in the US do you have?

Are you a small business or a large business?

Is your lab capable of completing the OSHA w4001 Method to analyze Hexavalent Chromium?

Can your company meet the target concentration of 0.050 micrograms/ 100 centimeters squared (0.050 µg/100 cm2)?

Are you capable of providing lab results for all USCG air stations within a week of receiving the wipe samples?

Is your company certified by the American Industrial Hygiene Association Laboratory Accreditation Programs (AIHA LAP, LLC), which is an ISO/IEC 17025 accrediting body?

After the review of the responses to this Sources Sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the SAM.gov website. Responses to this Sources Sought synopsis are not adequate responses to any future announcement. All interested offerors will have to respond to the solicitation in addition to responding to this Sources Sought synopsis. Responses to this Sources Sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
