Description

This is NOT a solicitation for quotations or proposals. This is a Sources Sought Notice only. Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) is conducting market research in accordance with Federal Acquisition Regulations (FAR) Part 10 to determine if firms are available to meet the Government’s need for a Base Operating Services Contract (BOSC) for work performed at Naval Weapons Station (NWS) Seal Beach, California.





Work Requirements:





The interested potential offeror shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, operators and other items necessary to provide the services outlined below for various facilities services at NWS Seal Beach, California. This procurement will be a BOSC that will include a combination of recurring and non-recurring work.





Services to be performed under the resulting contract may include the following facilities support services:





1) Annex 0100000 General Information





2) Annex 0200000 Management and Administration





3) Annex 1501000 – Facility Management



Facility Management requirements within this sub-annex primarily consist of facility planning and asset management services including, but not limited to, work control, service call reception, Condition Based Maintenance Management / Infrastructure Condition Assessment Program support, Special project documentation preparation, Regional Shore Installation Plan support, Basic Facility Requirements determination, space management planning, real property records maintenance, real estate management support, and technical library operation.





4) Annex 1502000 – Facility Investment



Facility Investment requirement is to provide all labor, management, supervision, tools, material, and equipment required to perform Facility Investment services for NWS Seal Beach. The requirement is to maintain, repair, and alter facilities, ground structures, personal property equipment and installed equipment and systems to ensure they are fully functional and in normal working condition. Services in this sub-annex include, but are not limited to:






  • Service Orders (Emergency, Urgent and Routine)

  • Electrical System Distribution

  • Crane and Hoist

  • Elevator

  • Chemical Latrines

  • Fire Alarm and Suppression System





Services/Maintenance within this annex primarily consist of infrastructure sustainment and minimal restoration and modernization work. Sustainment is the maintenance and repair necessary to keep an inventory of facilities and other assets in good working order. Restoration and modernization normally consists of major rehabilitation and capital improvements that is accomplished through other Navy programs. Some major repair, minor construction and stand-alone demolition may be accomplished as part of Facility Investment.





5) Annex 1503010 – Custodial



Custodial requirements primarily consist of services that ensure the cleanliness of working environments for NWS Seal Beach. Service include, but are not limited to:






  • Space Cleaning – Emptying Waste/Recycling Containers, Low/High Area Cleaning, Lunch/Breakroom Cleaning, Interior/Exterior Window Cleaning, Blinds Cleaning, Entrance Cleaning, Interior Glass Cleaning, Drinking Fountains Cleaning



Floor Care – Sweeping and Dust Mopping, Vacuuming Carpets and Rugs, Cleaning Walk-off Mats, Spray Cleaning and Buffing, Damp Mopping, Stripping/Coating/Buffing, Deep Rug and Carpet Cleaning.




  • Restroom Services – Restroom Cleaning and Restroom Supplies.

  • Group Shower/Locker Room Cleaning

  • Debris Removal

  • Custodial Service Orders





6) Annex 1503020 – Pest Control



Pest Control requirements primarily consist of labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items required to perform pest control services at NWS Seal Beach. The Government’s integrated pest management (IPM) program is intended to emphasize surveys, establish control thresholds, and maintain documentation to track the effectiveness and safety of control efforts. IPM may include techniques such as education, habitat modification, biological control, genetic control, cultural control, mechanical control, physical control, regulatory control, and where necessary, the judicious use of least-hazardous pesticides. Pesticides, when needed, shall be selected consistent with IPM principles in order to minimize negative impacts on human health and the environment. Services include, but are not limited to:






  • Nuisance Pest Control – Ants, Arthropod Control in Food Handling Establishments, Cockroach, Fleas, Miscellaneous Arthropod Pests and Stored Product Pests.

  • Public Health Pest Control - Aerial Spray Support and Operations, Adult Mosquito Control, Adult Mosquito Control – Residual, Bed Bugs, Bee, Wasp, Hornet, and Stinging Arthropod Control.

  • Lawn, Turf and Ornamental Plant Pest Control - Turf and Ornamental Pest Control.

  • Vegetation Management - Turf and Ornamental Bed Weed Control.

  • Vertebrate Pest Control - Commensal Rodents in and Around Buildings and Structures, Pest Bird Control and Pest Vertebrate Control.

  • Pest Control Service Orders

  • Pest Management Reporting





7) Annex 1503050 – Grounds Maintenance and Landscaping



Grounds Maintenance and Landscaping requirements primarily consist of Grounds Maintenance and Landscaping of prestige and common areas, including but not limited to lawns, fields, operational areas, and storm water system operation. General maintenance included, such as mowing, trimming, edging, planter beds, xeriscape, trash and debris removal, aeration, de-thatching, fertilization, irrigation systems operation and maintenance, tree maintenance, tree control, vegetation and weed control.
