The U.S. Department of Homeland Security's (DHS) Office of the Chief Human Capital Officer has a requirement to obtain e-learning content licenses and related support services for use in learning management systems across the DHS Enterprise. These licenses and support services support a user base of 250,000 employees across DHS by providing access to a large library of online learning assets (courses, books, videos, and virtual events) across a variety of topic areas in a variety of learning modalities including online courses, books, videos, and virtual events. The acquisition of these e-learning content licenses provides DHS employees with continuous educational and training opportunities to further develop and enhance their skills and, by extension, improve the Department's operational effectiveness.
