Description

  1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


  2. The solicitation number is FDA-RFQ-24Q1275732. This requirement is issued as Request for Quote (RFQ).

    The solicitation is issued as a total small business set-aside.






  1. The solicitation documented and incorporated provisions and clauses in effect through the Federal Acquisition Circular (FAC) FAC-2024-03, Effective 02/23/2024.


  2. The associated North American Industry Classification System (NAICS) Code is 325120 with a small business size standard of 1200 employees.






  1. The US Food & Drug Administration (FDA) intends to issue a Commercial Item Firm Fixed-Price purchase order that meets the requirements herein the Lowest Price Technical Acceptable (LPTA).

    A list of line item number(s) and items, quantities, and units of measure (including option(s), as applicable) can be found in sections vi and vii of the solicitation.






  1. Description of Requirement and vii. Order Administration Information








    1. BACKGROUND







The dry ice delivery to the FDA San Francisco District Office and Laboratory (DOLAB-SF). The dry ice ensures successful preservation of the FDA Import Operation frozen samples, and during transport and shipment to the laboratory for analyses. Maintaining the collected samples in compliance with FDA Compliance and Laboratory standards and regulations.




  1. OBJECTIVE





The contractor shall provide all necessary labor, materials, and transportation as necessary to deliver dry ice to the FDA San Francisco District Office and Laboratory for the period of one (1) base year plus four (4) option years.






  1. REQUIREMENTS





The contractor shall deliver 200 pounds of dry ice, cut into 10-pound slabs weekly on the same day every week by 8:30 AM. The contractor will deliver the dry ice to the FDA DOLAB-SF and place the dry ice in a facility owned, 30 cubic foot dry ice storage bin(s) for storage of weekly dry ice delivery. Ice bin interior dimensions are 42” L x 36” W x 32” H.





FDA has the option to increase, decrease, or cancel any delivery. Contractor shall receive one (1) day advance notice in any of these situations.










  1. INSPECTION/ACCEPTANCE CRITERIA




Inspection and acceptance shall be in accordance with the base clause 52.212-4(a). Contracting officer’s representative (COR) is responsible for the inspection and acceptance of the deliverables for this requirement.






  1. CONTRACT TYPE





This is firm fixed price.






  1. PERIOD OF PERFORMANCE





The period of performance (POP) is for a base year with four (4) option years.

HOURS OF OPERATION





Work/Deliveries shall typically be performed/delivered during normal business hours (typically between 8AM and 5PM Eastern) Mondays through Fridays.

Aside from Federal holidays, the contractor shall contact the COR or Contracting Officer to determine work status in the event of Government closures. If a contractor staff has been approved to work at an alternate work site, the Government anticipates that the contractor staff will continue to perform their tasks as assigned at the order level.





In the event of inclement weather, contractor staff that work on-site at a Federal facility shall be responsible for checking the operating status. If the facility is closed and the contractor staff is telework ready, the contractor staff may be required to work at the direction of the COR or CO.

The contractor shall deliver all items no later than the dates indicated with the deliverable below.
