Additional Requirements:




  • Space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new building, the space offered shall be in a building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the space with modern conveniences.

  • Space should allow for an efficient layout and office workflow. Space must provide maximum flexibility for systems furniture placement with few or no columns or other building or architectural obstructions. Space should have few curves or major offsets and must have large open areas to allow maximum design flexibility. Architectural features should not cause an inefficient use of space.

  • ABOA SF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code.





Site Requirements:






  • Proposed site must not be within 640’-0” of any facilities identified by ISC as “hazardous materials transportation/ storage facilities.”

    • Hazardous locations include facilities with potential environmental threats (e.g., fuel storage areas, gas stations, chemical manufacturing facilities, and railroad lines transporting hazardous material).

    • Special consideration should be given to exclude sites located near hazardous areas, such as bulk storage sites (e.g., hazardous materials storage sites, water purification centers, above-ground fuel storage, and rail yards).



  • It is preferred that the proposed facility not be located near “Low Risk Facilities” (e.g., day care centers, senior centers, schools, hospitals, and religious/rehabilitation/social service centers).

  • Proposed facility must not be located within 400’-0” of public defenders, ICE, probation offices, IRS, universities, other businesses or facilities, deemed unacceptable by Tenant Security for safety purposes. This requirement may be waived by Tenant Security if no other facility is deemed acceptable. In those cases, enhanced security requirements may be necessary.

  • Proposed Tenant spaces or facilities within 400’-0,” or adjacent to facilities associated with foreign powers identified in Tenant's National Security Threat List, will not be considered.

  • For proposals of new construction of a standalone facility:

    • Standoff distance may be required from defended perimeter to the façade of the building to house the Tenant office, if required by FSL rating.

    • Defended perimeter must be measured as the distance from building to boundary protected by bollards, planters, or other barriers approved by Tenant.

    • An 8’-0” H fence, with pedestrian and vehicle gate(s) provided with access keypad(s) and remote release button(s), must be provided if required by Tenant Security site assessment of the facility and surrounding area.



  • For proposals of space in existing buildings, standoff distance must be provided from the curb line or nearest point accessible by a vehicle to the façade of the building to house the Tenant office.















Space Requirements:






  • All space must be contiguous, and preferably on the 2nd floor or higher. Space on the first floor will be considered only when no other space is available, or if deemed appropriate by Tenant. First-floor spaces require additional security measures.

  • If the exterior skin of the building is not of substantial construction as determined by Tenant Security (e.g., concrete, filled CMU) and does not meet Tenant’s forced entry protection requirements, interior assembly of perimeter walls must be constructed in accordance with Wall Type A7 specifications.

  • If the space and/or building are of wood joist construction or in an historical building, additional security measures will be required and must be approved by Tenant Security.

  • Tenant’s regular business hours are 7:00 AM to 6:00 PM; however, 24-hour access to the space and any provided elevator service must be available 365 days per year.

  • One (1) elevator must be provided with override control. If the office is located on the 6th floor or above, elevator must be on emergency power.




  • Anyone working on the project or have access to plans will need a Limited Access Request (LAR) background check.

  • Other typical and special requirements as called for in the Request for Lease Proposal (RLP) package.

  • Not all minimum requirements are reflected in this advertisement.





Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required.

Expression of Interest Submission Instructions/Requirements:



Please provide the following basic information and descriptions pertaining to the building you propose for consideration.






  1. Name of Owner;

  2. Property authorization letter from the owner;

  3. Address or locational description of the building;

  4. Age of building;

  5. Total existing gross square feet; and gross square feet per floor;

  6. Site plan depicting the building and parking;

  7. Floor plan and gross square footage of the proposed space;

  8. Identification of on-site parking;

  9. A map demonstrating the building is within the delineated area;

  10. A map depicting the location of public transportation stops within proximity to the property;

  11. A map depicting the evidence of amenities within close proximity of the property;

  12. Building owners must provide evidence of ownership. Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to GSA for development;

  13. Any information related to title issues, easements and restrictions on the use of the building;

  14. A description of any planned land development or construction which will affect the building including neighboring projects and road/ utility line construction.

  15. If submitting a land site, offerors are required to provide the following information in addition to what has been requested:






  • Accurate street address and/or cross streets;

  • Ariel overview of the site with clearly marked property boundaries;

  • Site pictures and those of surrounding area;

  • Renderings of what is to be constructed;

  • Zoning designation;

  • Total acreage.

  • Existing utilities or proposed utilities that access the property.
