REQUEST FOR INFORMATION



DLA Land and Maritime – Maritime Supplier Operations





1.0 Description



1.1 DLA Land and Maritime (DLA L&M), in support of National Stock Number (NSN) 1710-01-454-7454, Cable and Reel/ Purchase Assembly is seeking information on how an interested contractor could provide:



A. Cable and Reel/ Purchase Assembly



NSN 1710-01-454-7454 – Part Number (P/N) 524631-1- Item description and packaging requirements are attached.




  • This item is coded as a Critical Safety Item (CSI) for Aircraft Launch and Recovery Equipment (ALRE) and is managed by DLA L&M and requires engineering source approval by the design control activity (Naval Air Warfare Center also known as NAVAIR) to maintain the quality of the part. NAVAIR has jurisdiction over the part in the intended application (Aircraft Launch and Recovery Equipment). An alternate source must qualify in accordance with the NAVAIR procedures, as approved by the cognizant Government engineering activity – please see attached. To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved Joint Certification Program (JCP) certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA.



B. Delivery of cables as Requisitioned by DoD Military Users





1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the DoD is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.





2.0 Background



DLA L&M Electrical Devices Division is developing an acquisition strategy to support the procurement of NSN 1710-01-454-7454, Cable and Reel/ Purchase Assembly in support of military service needs for cables used on the U.S. Aircraft Carriers’ catapult and arresting gear. A recent shortage of these cables in the supply system created a concern for the carrier operational tempo. A lack of required quantities would have an immediate negative impact on carrier aviation readiness.



Therefore, DLA is exploring options for procurement strategies moving forward to preserve the industrial base and solicit commitment to a long-term partnership with DLA Land and Maritime. If an ordering arrangement such as a Basic Ordering Agreement (BOA), Indefinite Quantity Contract (IQC), Purchase Orders with and without option, etc. approach is utilized, the vendor(s) will be required to maintain accountability systems necessary to facilitate DoD audit requirements during the planned 1-year sustainment period (FY24).





3.0 Responses



3.1 Interested parties are requested to respond to this RFI with a white paper.



3.2 Written response to this RFI shall be limited to three (3) pages, single space. If material provided contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). Response should include, but is not limited to the following:



A. Administrative Matters: Name, title, mailing address, e-mail address and phone number of any designated POCs for this effort.



B. Company History: A one-page history to include; Small Business Administration (SBA) size classification; major products; and primary customer base. Additionally, RFI responders should provide examples of experience – especially with elements (A, B, C, D, E) that would warrant the Government's consideration of the company as a prospective contractor.



C. Logistics: This is a complex process- any logistical concerns and abilities regarding shipping, supporting storage, handling, and distribution of specific item.



D. Cost: Vendor should provide a Rough Order of Magnitude (ROM) regarding the per unit cost of the cables including the estimates of additive CDRLs including FAT and shipping costs through FY24.



E. Partnering: Ability to partner or subcontract opportunities.



F. Multiple Award- Please state your interest or willingness to provide a proposal on a multiple award/ee contract.



G. Additional Information: Technical or otherwise, the company deems necessary to aid the Government in making an informed assessment of the suitability of the vendor’s capability.

4.0 Industry Discussions



DLA L&M representatives may or may not choose to discuss the RFI responses with interested parties. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, specifically any procurement, storage, or safety risks.

6.0 Summary



THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide NSN 1710-01-454-7454, Cable and Reel/ Purchase Assembly. In addition, the government is exploring options for procurement strategies moving forward, Audit-Ready Accountability and Distribution of the cables as Requisitioned by DoD Military Users. The information provided in the RFI is subject to change and is not binding on the Government. DLA L&M has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
