THIS IS NOT A SOLICITATION. This is a Sources Sought (SS) notice issued in accordance with FAR 15.201(e) to conduct market research. This SS is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. These sources sought does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking quotes and will not accept unsolicited quotes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SS; all costs associated with responding to this SS will be solely at the interested vendor's expense. Not responding to this SS does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this SS is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification.

OVERVIEW: The Department of Veterans Affairs, Network Contracting Office (NCO) 15, has a requirement to obtain services for Industrial Water Softener Systems Preventive Maintenance at the VA Medical Centers for the Marion VA Medical Center located at 2401 W Main Street, Marion, IL 62959-1188 and for Marion VA Medical Center-Evansville Health Care Center located at 6211 East Waterford Blvd, Evansville, IN 47715. It is anticipated that a firm-fixed-price base one (1) year contract with up to four (4) one (1) year option years will be awarded. NAICS 811310 -Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, and small business size standard $11 million are applicable to the required services.

SERVICES TO BE PROVIDED:

This is to establish a new contract to an ongoing requirement for technicians trained and with an established work history for maintenance, inspection, and testing of the Industrial Water Softener Systems currently in use and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) years. The current system being used was installed by Culligan and has proprietary equipment and materials, that require the continual use of proprietary equipment and materials required to be provided by Culligan to maintain the warranty on the current system to avoid termination of said warranty. Contractors shall furnish all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, required by the Marion VA Medical Center and the Evansville Health Care Center. The contractor shall continue to provide required water maintenance services as required necessary to maintain operating specifications of the Water Softener services. The Contractor will, at no additional charge, provide all required licenses, and documentation of performance, due to proprietary equipment.

STATEMENT OF WORK

Industrial Water Systems Preventative Maintenance Program

1. Introduction:
This Statement of Work (SOW) describes the requirements for the monthly preventative maintenance of the water treatment equipment at Marion VA Medical Center and Evansville VA Health Care Center.
Work shall be performed during business hours, 0730-1600, Monday-Friday. Variations to this schedule may be possible for certain equipment when coordinated with Facilities Management. All work shall be coordinated with Facilities Management. Contractor shall schedule work two (2) weeks in advance to assure proper coordination with hospital personnel. Contact Sarah Hamilton in Facilities Management at 573-814-6378 to schedule testing.

2. Qualifications of Contractors:
Contractors shall have technical training and a history of work experience in maintenance, inspection, and testing of industrial water systems and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years.
B. Contractors shall furnish all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I.

3. General Work Items:
Equipment and/or components to be covered under this service contract are listed in Appendix A. Appendix B breaks down the contracted services to include the frequencies services are to be provided on the corresponding equipment.

4. Reporting:
Provide complete written report of the work performed. Information shown in the report shall be as follows:
Company s name, address, telephone & FAX numbers.
Name and signature of contractors who perform the maintenance and testing.
VA Work Contract Number, name, and number of VA Contracting Officer.
Date and time of work.
Copies of contractors valid licenses, professional and training certificates.
Descriptions and model number of specialized tools and equipment used.
Location and type of equipment serviced.
Descriptions of work items.
Recommended corrective actions, if any.

Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officer and Assistant Chief, Facilities Management for immediate actions.

The authorization requirements do not apply, a Security Accreditation Package is not required.

Appendix A

Services covered under maintenance agreement for Evansville VA Healthcare Center are as follows:
Quarterly checks for the system Including
Filling up brine tank with salt
Checking proper operation of the whole system
Sanitize system
Every 6 months we will change DI polisher and regenerate it.
Every year we will:
Change UV Bulb
Change Pre-Filter
Appendix B

Services covered under maintenance agreement for Marion VA Medical Center are as follows:
Monthly Cleaning and disinfect and filter change
Automatic Softener Salt Delivery as needed
10 Carbon Tank: Exchange is 24-week schedule
UV-07 Sterilizer: Bulb replacement Annually in May

Service Documentation:
The vendor shall provide documentation verifying its ability to fulfill the commitments set forth within this document. This documentation shall be provided prior to any contractual agreement and shall include the following: A list of medical centers and hospital customer references, with needs similar to those of the Marion VA Medical Center and Evansville Health Care Center.
If, at any time during the contract period, the vendor fails to meet any contract specification, the contract may be canceled by the Medical Center with a sixty-day letter of notification of cancellation of service

Other Features or Services:
The vendor is requested to provide information and costs for any specialty items or services that have not been included above which the vendor would like to offer.
