Notice of Intent to Sole Source – Motion Picture Licensing Corporation

The Office of Headquarters Procurement Services, on behalf of The Department of Energy (DOE), and the National Nuclear Security Agency (NNSA) (collectively referred to as the Department) intends to award a sole-source contract with to Motion Picture Licensing Corporation (MPLC) under the authority of Federal Acquisition Regulation (FAR) Subpart 13.5, for the provision of an annual umbrella license for the unlimited public performance of feature films, documentary films, television programs, and other motion picture media in any legally obtainable format, including streaming media, at all Department facilities.

DOE has identified MPLC as the only company that offers a license for the blanket public performance of audiovisual works.

This notice does not constitute a solicitation or request for competitive quotations and no solicitation will be issued. Any response to this notice is purely voluntary. Oral communications are not acceptable in response to this notice. Responses shall be submitted in writing to Dremayne Doyle, dremayne.doyle@hq.doe.gov via email no later than Monday, April 29, 2024, at 10:00 AM Eastern Daylight (ED) Time. The email shall contain the following subject line: Response to Notice of Intent 89303024NMA000081.

A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
