THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH.



This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), or Request for Proposal (RFP) or a promise to issue an RFQ/IFB/RFP in the future. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this RFI. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. The specifications for this requirement will only be available upon solicitation issuance.



PURPOSE: The Government is conducting this RFI/Sources Sought in support of Market Research only to notify and seek potential qualified members of industry to gain knowledge of interest, capabilities and qualifications to include the Small Business Community. No solicitation document is currently available.





SCOPE: The U.S. Army Corps of Engineers, Nashville District anticipates a requirement for a Firm-Fixed Supply contract for the replacement of wicket gate end seals at the Laurel Hydro Power Plant, in London KY. The seals are a gasket set that is designed and cut specifically for the wicket gates at the Laurel Hydro power plant. The existing wicket gates and head cover are the original Allis Chalmers manufacturer’s equipment. The seal is a set of gaskets with pieces to fit the interface between wicket gate ends and the head cover. A vendor would need to tool up to provide a one-time production of the specific shape, and thickness required. The contractor will remove the existing seals on the gates, their arms, and trunnion hub. Contractor will have to satisfy surface prep and repairs prior to seal application. The seals are a rubber with metal core gasket set that is designed specifically for the Laurel gate dimensions and tolerances. Several seals require replacement. The gasket or “seal” is located at the wicket gates upper and lower pivoting points. Contractor will remove and replace seals and perform assembly including seal turbine manufacture. And possible replacement of seals at the wicket gates pin assembly.



The Contractor will be responsible to provide all plant, labor and materials to manufacture and supply the following items under the proposed contract:



Wicket Gate End Seal kit for one (1) unit



Quantity of one (1) Kit



A Kit includes the following:




  • Supply of (48) Gate Seal Strip Assemblies (18.5" Long)

  • Supply of (48) Gate Seal Strips Assemblies (16.5" Long)

  • Supply of (312) .3125 – 18 X 1 SOC HD Nylock Cap Screws

  • Supply of (624) .625 Dia X .75 lg, Radius Top, Rubber Plugs

  • Supply of (48) .06 shim pack, .03 solid remainder in .003 laminations (MK022)

  • Supply of (48) .06 shim pack, .03 solid remainder in .003 laminations (MK023)

  • Supply of (12) PT cans of adhesive



The anticipated North American Industrial Classification System (NAICS) Code to this acquisition is 333611, Turbine and Turbine Generator Set Units Manufacturing with Size Standards of 1,500 employees.

The Government is issuing this notice to determine a competitive basis. This is not a solicitation and the items listed herein are subject to change or elimination from the requirement.



Respondents interested in providing a response to this RFI/Sources Sought should submit information which clearly describes the following: Only contractors capable of supplying this type of procurement should respond to this survey.
