Description

1 Scope



This is a contract to provide technical services and materials to remove and replace four (4) antennas and coax cables at the Baileys Crossroads tower site to the Federal Bureau of Investigation (FBI) Operational Technology Division (OTD).





This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.








    1. Description of Services/Introduction





The objective of this contract is to procure services to have four (4) antennas and coax lines removed and replaced at the Baileys Crossroads (WF-025) tower site.



When the contractor provides installation, configuration or integration services for equipment and software pursuant to this contract, the contractor shall not install, configure or integrate the equipment and software in a way that reduces the level of conformance with the applicable Revised 508 Standards.






    1. Background





The existing four (4) antennas and (4) coax lines at the Baileys Crossroads (WF-025) tower site are not working properly and need to be removed and replaced. This will ensure properly functioning equipment to provide radio communications support to Agent and Support personnel while conducting daily investigations and providing support at National Special Security Events within this area of responsibility. This is a leased tower the Government rents from Adame Consulting LLC to house our Land Mobile Radio equipment.

Commander Omni Fiberglass Antenna specs and listing of materials provided by the Government.




  1. Requirements



The government anticipates installation services being performed before May 31st, 2024.



The Contractor shall provide installation services as follows:






  • Remove four (4) old antennas (RFS PD-220) and four (4) lines of coax.

  • Install four (4) new customer furnished VHF antennas (Commander Omni, Model 150-5N to include pipe mount bracket) on the rooftop of building (364 FT in height). Antennas are 60 inches or 1.524m in length. Spec sheet is attached for review.

  • Install four (4) customer furnished lines of 7/8” coax feedline with connectors. 7/8” feedline will be terminated with female connectors; ½ inch pigtail will be terminated with male connectors. If the ½ inch coax from the radio to polyphaser are not reusable, the awarded vendor shall provide a replacement. Coax run will be from Penthouse equipment area to existing antenna placement. Coax length is estimated at 200 feet per each of four antennas. Coax hangers can be reused if the condition is estimated to last for the lifetime of this new coax system.

  • Furnish and install ground kits and weatherproofing.

  • Properly remove all construction debris off site and dispose of accordingly.

  • Sweep test antenna systems and provide reports to Governement.





The Government will supply the following items:

  2. Part No. LDF4-50A – ½ inch Foam Heliax Cable – Black Jacket – Qty of 50

  3. Part No. L4TNM-PSA – ½ inch NM +Stop AL4RPV, LDF4 & HL4RP-50 – Qty of 8

  4. Part No. WK-U – Universal Weatherproofing Kit – Qty of 4

  5. Part No. IS-B50LN-C2-MA – Bulkhead Arrestor, N/M-N/F – Qty of 5

  6. Part No. 150-5N – 148-174 MHz Omni Fiberglass Ant 5.1db NF – Qty of 5

  7. Part No. AVA5P-50-C – AVA5P-50-C Jacket 50-OHM 7/8” AVA Cable – Qty of 800





Additional Notes:




  1. Government purchased parts will be on site before commencement of work, except for the coax cable.

  2. Awarded vendor shall pick up coax cable only from 2800 V Street NE Washington, DC 20018.

  3. A Section L & M has not been prepared for this as it is a repair and not a new installation. The scope is to replace the existing coax cable and antennas.

  4. There are no photos of the site.

  5. Government staff will be present to make the final connection at equipment.

  6. Antenna mounts will not be replaced unless an unforeseen defect is found.





The awarded vendor shall provide all hardware not provided by the government to include jumpers, grounding, connectors, lightning protection and weather proofing.
