The NAVSUPFLC Norfolk Philadelphia Office intends to solicit with Industries for the Blind and Visually Impaired, Inc CAGE 9U362 an AbilityONe-approved non-profit organization. The proposed acquisition is for the Commander, Navy Recruiting Command (CNRC).
This action will result in the placement of a sole source AbilityOne approved commercial single award Firm Fixed Price Indefinite Delivery Indefinite Quantity FFP IDIQ type contract with a non-profit organization Industries for the Blind and Visually Impaired Inc
The proposed contract action is for commercial supplies, which require Promotional Items that the Government intends to solicit and negotiate with Industries for the Blind and Visually Impaired Inc under the sole source authority of FAR Part 15
The sole source nature of this requirement is based on the determination that IBVI is the only organization that can provide the required services Specifically and ss set forth in 41 U S C 46 the Javits Wagner O Day Act JWOD establishes a Committee for Purchase From People Who Are Blind or Severely Disabled and in describing the procurement requirements for the Federal Government states the following

An entity of the Federal Government intending to procure a product or service on the procurement list referred to in section 8503 of this title shall procure the product or service from a qualified nonprofit agency for the blind or a qualified nonprofit agency for other severely disabled in accordance with regulations of the Committee and at the price the Committee establishes if the product or service is available within the period required by the entity

Interested persons may submit a capability statement by the specific response date This notice of intent is not a request for proposals form any source other than Industries for the Blind and Visually Impaired Inc However the Government will review information received by the specified response date

A determination by the Government not to compete this proposal procurement action based upon response received is solely within the discretion of the Government.
The Government will not pay for information submitted in response to this notice

Performance The anticipated period of performance is 1 October 2024 and includes a five year ordering period plus a six-month option pursuant to FAR 52.217 8 set to expire on 31 March 2030
Responsibility and Inspection Unless otherwise specified in the resultant order, the contractor is responsible for the performance of all inspection requirement and quality contractor
