Request for Information (RFI) Number: FY24-PAS-JAX. Personal Assistance Services (PAS), Jacksonville Florida.
Objective
To obtain feedback from providers able to provide Personal Assistance Services (PAS) in the Jacksonville Florida area.
Background
Fleet Readiness Center Southeast (FRCSE) has an upcoming (FY24) requirement for a contractor with qualified personnel to provide Personal Assistance Services (PAS) at Naval Air Station (NAS) Jacksonville, Cecil Commerce Center in Jacksonville, personal residence(s) of FRCSE personnel on telework days, and various CONUS locations for occasional work-related travel. Further details are provided in the attached DRAFT Statement of Work (SOW).
Award of a firm-fixed price purchase order to include a base and four option years using FAR 13 Simplified Acquisition Procedures for procurements under the Simplified Acquisition Threshold (SAT). This Special Notice is not a request for quotations (RFQ).
Requested Information
The Government requests responses to items (1) and (2) from vendors currently providing or eligible to provide PAS services in the Jacksonville area in accordance with federal, state, and local laws.
(1) Does the requirement to administer medication/prescription at meals (see DRAFT SOW, Table 1, number 14) restrict competition?
(a) If so, explain the specific barrier(s) to competition.
(b) Do you have any suggestions to work around the requirement without overly restricting competition?
(2) Please provide feedback on the attached DRAFT statement of work.
Capability Statements – not to exceed three (3) pages
The Government encourages interested parties to submit capability statements. Each submission shall include, but is not limited to:
- Vendor’s CAGE CODE
- Current PAS contracts
- Current SAM Status (SAM.gov)
- Current SBA Small Business Status
- Affirmative statement the business can provide PAS services in accordance with all relevant laws in the Jacksonville Florida area; and note any licenses or certificates held.

If interested vendors would like to ask clarifying questions before submitting a response, submit those by email before 4:00 pm (EST) on Monday, March 25, 2024. Government responses will be posted as updates to SAM.gov Special Notice/Request for Information (RFI) FY24-PAS-JAX. Late submissions may not be answered.
