This Request for Information (RFI) is for general fact-gathering purposes only. Interested parties will not be reimbursed for any costs related to providing information in response to this RFI. The Government does not intend to award a contract on the basis of this RFI.



Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be posted on the SAM.gov website. It is the responsibility of the potential offerors to monitor this website for additional information pertaining to this subject.



Information provided in RFI responses will be retained in full by DoD; any public document developed from RFI responses will be non-attributive.



Purpose



To maintain healthy and reliable spaces that reduce risks to people, lower demand on critical supply chains, increase infrastructure resilience to changing conditions and disruptions, and strengthen mission resilience and readiness, the Department of Defense (DoD) is pursuing a multi-step approach to improve its approximately 280,000 existing buildings. This approach includes a high-level analysis of building inventory data; building-level assessments; and implementation of retrofit projects.



These efforts align with the energy reduction targets in Executive Order (EO) 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (link can be found in the attachment), which establishes a goal for the Federal Government to achieve net-zero emissions buildings, campuses, and installations by 2045. Consistent with EO 14057, the Federal Building Performance Standard (BPS) (link can be found in the attachment) requires agencies to achieve zero scope 1 emissions through building electrification in 30 percent of each agency’s Federal buildings, measured by square footage, by 2030.



Building-level retrofit assessments are a critical step in DoD’s approach because they enable DoD to identify specific retrofit measures, cluster and phase projects, prioritize investments, estimate resource requirements, and quantify project outcomes.



DoD recognizes there are multiple methods to conduct building-level retrofit assessments; the spectrum of outputs from these methods can inform the planning and programming of retrofits in different ways. DoD seeks to characterize the spectrum of methods, outputs, and uses (collectively called “solutions” in this notice) that are currently available and better understand industry capability to streamline multiple building-level assessments using market-ready solutions (stable and ready to be deployed at scale).



For the purpose of this RFI, “solution” may be broadly interpreted as a software, program, methodology, formula, or other tool. A solution may provide a range of information, including, but not limited to, a high-level estimate of energy savings for a simple building, an itemized list of energy conservation measures for a complex building, or a list of phased projects and bulk purchase suggestions for an entire installation. A solution can have a variety of uses, including, but not limited to, informing investment, project phasing, or clustering decisions; estimating resource needs; or estimating emissions reductions and energy savings.



Information provided in response to this RFI may be used to maximize the scaling and effectiveness of DoD’s building-level retrofit assessment program. The information received may help DoD develop procurement strategies that may be implemented as soon as Fiscal Year 2024.
