Description
This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts or quotations. Â The purpose of this notice is to obtain information regarding the availability and capability of qualified sources and whether or not to conduct this procurement on a competitive basis.
The NAICS code is 541512 (Computer Systems Design Services) and the size standard is $34M. Â Your responses to the information requested will assist the Government in determining the appropriate acquisition method. Â The Government intends to award a Firm Fixed-Price contract to the successful offeror. Â North Texas Health Care System (NTXHCS) Veteran Administration, Dallas, Texas requires or a software information management system module for managing data for the Instrumentation Laboratory Hemochron Signature Elite. Meters/instruments/analyzers-11 Additional Licensed Components: RALS-Web3 Browser Based Remote Access:(# of Hospitals using Web)-1, Results Interface: LIS HL7 Un-Solicited Results-1, ADT Interface (admit, discharge, transfer): ADT In-Hospital Patient Verification-1 The Technology License includes service, support, updates, and hardware maintenance. The supply of RALS for use by the Customer is governed by the terms and conditions of the RALS Software System and Support Master Agreement. This allows for a centralized system for managing patient and quality control data from several point-of-care devices. Vendor must meet the following:
Interfaces the following analyzers to the VistA/CPRS LIS systems: Instrumentation Laboratory (IL) Hemochron Signature Elite and AVOXimeter 4000, Roche Accu-Chek Inform II, Abbott i-Stat, Siemens Clinitek Status.
Minimizes search time using smart filters and allows for easy review and retrieval of data.
Provides multiple levels of authority to ensure security.
Uses HL7 result interface, ADT (admit, discharge, transfer) in-hospital patient verification and PPI (positive patient identification).
Has web remote access capabilities.
Is capable of Manual Test Entry for accepting urine pregnancy test results.
Captures patient results, quality control, linearity, operators, certifications, and device configurations electronically.
Allows the ability to manage, update, review and troubleshoot device issues remotely.
Provides free upgrades at no cost to the medical center.
Provides technical support 24 hours a day, seven days a week.
Has national VPN access.
Features at-a-glance device management status (whether a device has downloaded)
Allows the ability to access flagged results that require review prior to upload to the LIS.
Allows direct-to-device interfacing for uploading or updating device operators and provides operator certification management.
This requirement is for a twelve (12) month Base period and four (4) twelve-month Options from 23 July 7, 2024 July 6, 2029, with FAR 52.217-8, Option to Extend Services.
The NCO 17, Veteran Health Administration intends to acquire commercial services using FAR Part 12. Â This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures. Â Interested organizations may submit their capabilities and qualifications to perform the effort in writing no later than 9 May 24 at 10:00 AM (CST)Central Standard Time.
A determination by the Government not to compete in this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Vendors are invited to submit information demonstrating their ability to fulfill the requirement in the form of a capability response that addresses the specific requirement identified in this notice.  Responses to this notice should include company name, address, telephone number, point of contact (POC), and brochures which will allow the Government to understand your offers and options.  Capability statements should be submitted to the attention of Susan Flores, Contract Specialist, Veteran Administration NCO 17; email susan.flores2@va.gov.  Telephone responses will not be accepted.  All vendors providing to the Federal Government are required to be registered in the System for Award Management (SAM) registry with NAICS code 541512.
