The solicitation will close on February 2, 2024. This requirement is open competition.



The United States Section, International Boundary and Water Commission (USIBWC), award a single contract to the responsible offeror whose proposal, conforming to the RFP, will be most advantageous to the Government resulting in the best value, price and non-price factors considered using the trade-off source selection process. Offerors are advised award may be made without discussions. Therefore, the Offerors should submit proposals which contain their best terms. The solicitation utilizes source selection procedures, which require Offerors to submit a non-price proposal that includes past performance, experience/technical capability information/technical approach, and a price proposal for evaluation by the Government. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The contemplated award is anticipated to have a one (1) year period of performance but may be subject to change or the availability of funds. The proposed delivery and installation period of performance is negotiable. There is an urgency and may be considered in evaluation.



The USIBWC will be seeking proposals from all interested parties for upgrades and/or innovative technology to the existing dewatering/drying process at the Nogales International Wastewater Treatment Plant (NIWTP). The objectives are to minimize sludge volumes, improve efficiency, reduce operating and maintenance costs and reduce environmental impacts.





PERIOD OF PERFORMANCE:



TBD/365 days after award.





SCOPE OF WORK:



The Contractor shall furnish all design, labor, material, supplies, equipment, superintendence, and transportation necessary to complete required services. The Contractor shall be required to perform all or part of the services as identified in the solicitation and to be more specifically identified in individual.



The NIWTP treats approximately 15 Million Gallons per Day (MGD) of raw sewage entering from Nogales, Sonora, Mexico and Nogales, Arizona using the Biological Nutrient Removal (BNR) process. The Waste Activated Sludge (WAS) is treated by drum thickening followed by an open pit aerobic digestion. Digested sludge flows to a storage pond to be pumped into one of two belt filter presses and into a sludge hauling truck for disposal at the local Santa Cruz County Landfill in Rio Rico, Arizona. Current dewatering efforts may produce dry solids content of up to 20%. Average monthly wet sludge generated is currently between 1,500 to 1,700 Tons.



Because the local landfill is nearing capacity, dry solid content will need to be disposed of at the next nearest landfills in Tucson and/or Marana, Arizona, up to 84 miles away. This results in an increase to transport distance and operating cost. The USIBWC is seeking to reduce the weight and volume of daily sludge production and maximize drying efficiency. Respondents are required to submit a PWS as a part of its proposal.

Place of Contract Performance:



The work will be performed At the Nogales International Wastewater Treatment Plant (NIWTP) in Rio Rico, Arizona. under NAICS Code 562211 with a size standard of $47 million. The resulting Contract will be firm-fixed price. Period of Performance is expected to be 365 calendar days after the Contract has been awarded.





Site Visit:



Site visit will take place at the NIWTP on January 9, 2024, at 10AM MST. This is a mandatory site visit and Contractor assumes all costs associated. Please email names of attendees, company name and contact information by January 7, 2024, to Yesenia Castro at olga.castro@ibwc.gov. A maximum of 2 per company will be allowed. Vendors must check in with a valid ID at the administration building and let them know they are attending a site visit/walk through. A Government POC will escort you from that area.

“Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.”
