The Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific),
San Diego, CA hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-
Price (FFP) purchase order on a noncompetitive basis with Manager Tools LLC. The

satisfy the agency requirement.

binding. The notice is not a request for quotes; however, any firm believing that they
