This is a Request for Information (RFI) notice only. This RFI is for informational planning purposes and is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This notice does not constitute a solicitation or a promise of a solicitation in the future. This RFI does not commit the Government to contract for any supply or service. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations.





General and Background Information:



The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract (consisting of a base year and up to four option periods) to General Dynamics Mission Systems (GD-MS) (formerly Progeny LLC) for the production of MK 48 MOD 8 Heavyweight (HWT) Guidance and Control (G&C) Sections, and engineering and technical support. GD-MS is the current and only qualified source as the design agent, manufacturer, assembler, and test agent for MK 48 MOD 8 HWT G&Cs capable of meeting the Government's requirements. This contract action will be awarded pursuant to 10 U.S.C. 3204(a)(1).



Program Executive Office (PEO) Undersea Warfare Systems (PEOUWS), Undersea Weapons Program Office (PMS 404), is the Program Office responsible for this program.



The MK 48 HWT torpedo is the U.S. Navy’s primary submarine launched anti-submarine (ASW) and anti-surface warfare (ASUW) weapon. The MK48 MOD 8 is the latest iteration of the HWT torpedo. It is a high performance, self-propelled underwater vehicle that contains complex electronic and mechanical subassembly systems for providing propulsion, steering, navigation, and target detection. The system technologies include acoustic sonar, G&C electronics, electrical power, hydraulic systems, mechanical pumps, and propulsion.



The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis, will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for informational purposes only.
