RFP FA4690-24-R-0001 has been amended as of 21 February 2024. The following changes were made:

g). CLINs 0003, 1003, and 2003 unit of issue has been changed from each to hours on the SF 1449

h). Submittance of Proposals was changed on Contract Clause Addendum to 52.212-1 from 26 February 2024 at 2:00pm Mountain Standard Time to 26 February 2024 at 4:30 Mountain Standard Time.

The 28th Contracting Squadron, Ellsworth AFB, South Dakota, has issued this solicitation, FA4690-24-R-0001, to compete and award a single award Firm Fixed Price (FFP) contract using FAR Part 12-Acquisition of Commercial Items, FAR Part 15-Contracting by Negotiations, and FAR Part 37-Service Contracting Procedures for the Air Force Financial Services Center (AFFSC) Support Services travel-pay voucher processing requirement. This award will be a basic plus two option years and a six-month extension. The Period of Performance will be 26 Mar 2024 - 25 Mar 2027.

This will be a Women Owned Small Business (WOSB) set aside solicited under North American Industry Classification System (NAICS) code 561110 with a size standards of $12.5 million. To be eligible to compete for WOSB set-aside awards, you must either be certified by an SBA-approved Third-Party Certifier (TPC), OR self-certify in accordance with current SBA regulations.

Attached to this solicitation is the Standard Form 1449 solicitation, Performance Work Statement (PWS) (Atch. 1), Wage Determination (Atch. 2), Past Performance Questionnaire Letter (Atch. 3), Past Performance Questionnaire PDF and Word Docs (Atch. 4), and Bid Schedule (Atch. 5) and Amendment 1 Question and Answers (Atch 6). Questions regarding this solicitation and attachments are due by 16 February 2024 by 4:00 p.m. MST. All interested and responsible WOSB entities may submit a proposal that will be considered by the 28th Contracting Office at Ellsworth AFB, South Dakota. The award will be based on lowest price technically acceptable (LPTA). Proposals and past performance questionnaires are due by 26 February 2024 by 4:30 p.m. MST. WOSB contractors submitting a proposal must also have a Cage Code and be registered in the System of Award Management (SAM) at https://www.sam.gov in order to receive an award for this procurement. Registration requires applicants to have a DUNS number from Dunn & Bradstreet.
