Moakley Elevators Modernization Project

THIS IS A SOURCES SOUGHT AND NOT A REQUEST FOR PROPOSAL Responses shall be used for planning purposes only and shall not commit the GSA to issue a solicitation for this requirement. It is anticipated that a solicitation based on the outcome of this sources sought will be published and that a subsequent contract from the solicitation will be awarded.
The General Services Administration (GSA), New England Region, Acquisition Management Division Capital Program is conducting market research seeking qualified sources to complete the John Joseph Moakley Courthouse elevators modernization project. This project is to modernize two judge’s elevators with new nonproprietary controllers. Modernization will include all new machines, controls, and mechanical features resulting in more efficient and reliable elevators in the building. Upgrades to the controllers' technology will provide more efficient dispatching and reliable operation. GSA seeks to determine if there is adequate competition among qualified Small Businesses. If it is determined that adequate competition exists, GSA may set the requirement aside for competition among the selected group. All interested Small Businesses including, HUB Zone, 8(a), Small Disadvantaged, Woman-Owned, Veteran-Owned or Service Disabled Veteran Owned contractors should respond to with a positive capability statement and all required attachments to this announcement. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this market research.
BACKGROUND:
The existing (2) two Judges elevators and their associated components will be upgraded as part of this Judiciary Tenant Improvement project at the John J. Moakley U.S. Courthouse in Boston, MA. There is an observable increasing trend of elevator trouble calls. Regular maintenance is performed on all cars; however, the reliability of and tenant confidence in these cars has decreased. The equipment is approaching the end of its expected service life. This project is to modernize elevators with new nonproprietary controllers. Modernization will include all new machines, controls, and mechanical features resulting in more efficient and reliable elevators in the building. Upgrades to the controllers' technology will provide more efficient dispatching and reliable operation.
PROJECT SCHEDULE: The anticipated period of performance is from 365 days.
WHO SHOULD RESPOND: All certified businesses to include: Large Business, Small Business, HUB Zone, 8(a), Small Disadvantaged, Woman-Owned, Veteran-Owned (VOSB), Service Disabled Veteran-Owned (SDVOSB), and other certified small businesses are encouraged to respond. This office anticipates award of a contract for these services in Fall of 2024. The NAICS code is 238290, Other Building Equipment Contractors-Construction, Small Business Size: $16,500,000 annual receipts.
HOW TO RESPOND: All interested businesses are required to provide a brief Statement of Capabilities (no more than 5 pages in length, single-spaced, 12-point font minimum) demonstrating their ability to perform the requested services. Commercial brochures or current marketing material may also be submitted. Pages in excess of the first 5 pages for the Capability Statement will not be considered.
