Description

DESCRIPTION OF WORK: This requirement is a Design Build project for a new hurricane-hardened lock control building and associated upgrades at Ortona Lock and Dam located at 1217 Lock Lane, Moore Haven, Florida, 33471 Glades County.





The project objective is to design and construct a new high performance sustainable building that serves as a lock and spillway control building for Ortona Lock and Dam. This new building (approx. net conditioned 1,343 SF including garage) is intended to house equipment in the future that controls operation of the lock and dam. Work under this contract also includes a radio tower and antenna system for marine communication. The overarching building code is UFC 1-200-01 which has modifications and provisions to the International Building Code, however this building must also be designed as a High Performance, Sustainable Building per UFC 1-200-02, and in particular Chapter 2. The building must be structurally and architecturally designed as a hurricane storm shelter in accordance with ICC 500 Chapter 3. The structure including all openings must be inherently missile impact resistant without any additional protection required to be installed by the user, such as shutters.



Optional work includes conduit runs to be designed and installed around the lock to the control center within this building, to support future installation of a new control system under a separate contract.



Other optional work includes demolition of the existing control house after occupancy of the new control house.



It is the intent of the Government to issue a solicitation and subsequently award a Contract through the utilization of a 100% Small Business set-aside procurement method. This contract will have a period of performance of 686 calendar days from issuance of the Notice to Proceed (NTP). In accordance with DFARS 236.204 -- Disclosure of the Magnitude of Construction Projects, the magnitude associate with this requirement is between $1,000,000.00 and $5,000,000.00.

PROPOSAL REQUIREMENTS:



The Request For Proposal (RFP) will be issued on or about 15 September 2023 and proposals will be due on or about 16 October 2023.

NAICS Code 236220, size standard $39.5 million.

Magnitude of construction is between $1,000,000.00 and $5,000,000.00.
