Air Combat Command (ACC) Acquisition Management & Integration Center (AMIC) A&AS Division (PKA) is pleased to provide the following Synopsis and DRAFT Request for Proposal (RFP) for Solicitation FA4890-24-R-0009, High Frequency Global Communication Systems (HFGCS) Puerto Rico Station (PRS) Recompete. All documents are still in draft form and the requirement, acquisition strategy and attached documents have not been finalized or approved at this time. Do not submit proposals in response to this notice.



ACC AMIC/PKAA intends to award one contract to a qualified vendor as defined in this RFP. This is a draft solicitation for FA4890-24-R-0009. The Government anticipates the actual solicitation will be posted to the SAM.gov by the middle of April /beginning of May 2024. The period of performance is anticipated to include one (1) base year plus seven (7) option years and six (6) month extension, 01 September 2024 to 28 February 2033. The award is projected to take place in September 2024.



The Government reserves the right to cancel this draft RFP at any time. Offerors may submit any questions to this draft solicitation no later than 1200 EST on 05 April 2024 using Attachment 3 Q&A Matrix - HFGCS PRS Recompete. Any questions or comments about the PWS should only be specific to the content in that document.



SITE VISIT - The HFGCS site visit is scheduled for Wednesday and Thursday 1-2 May 2024. Government personnel will meet approved contractor personnel attending the site visit at 0900 at the gate of the Isabela transmitter site, (HFGCS-PRS, Highway #2, KM116.5, Aguadilla, PR 00603). SYNOPSIS: The Air Combat Command (ACC) Acquisition Management & Integration Center (AMIC) A&AS Division (PKA), on behalf of Headquarters (HQ), Air Combat Command (ACC), Communications Support Squadron (CSS), intends to acquire operations and maintenance services for High Frequency Global Communication Systems (HFGCS) Puerto Rico Station (PRS) Recompete. HFGCS provides rapid, reliable, non-dedicated communications support to the President and Secretary of Defense, DoD agencies, and aircraft and ships of the United States government during peacetime, contingency operations, and war. The PRS consists of a transmitter, receiver/control site and antenna farms that are remotely controlled and operated 24 hours a day, 7 days a week by radio operators from two net control stations (NCS) located at Andrews Air Force Base (AFB), Maryland and Grand Forks AFB, North Dakota. The acquisition is anticipated to be solicited as a 100% small business set-aside for non-commercial services. Only responsible certified Small Businesses may submit a proposal, which will be considered. The North American Industry Classification System (NAICS) Code for this requirement is 517810. The solicitation will be issued as a RFP utilizing Federal Acquisition Regulation (FAR) 15.101-1– Best Value Continuum Tradeoff Process and 15.3 –Source Selection. The government seeks to award to an offeror who gives the Air Force the best value utilizing subjective trade off. The Government contemplates one award hybrid contract of Firm Fixed-Price (FFP) and Cost Reimbursable (CR) Contract Line Item Numbers (CLINS). The RFP is anticipated to be posted to SAM.gov in late April/early May with proposals due late May/early June. The award is projected to take place in August 2024. These dates are subject to change. All amendments to the solicitation will be posted on SAM.gov. Contractors are cautioned to check the website periodically for amendments.
