NOAA – National Marine Fisheries Service – AFSC-RACE – PreSens Closed-Cell Aquatic Respirometry Sensor System or Equivalent



This is a Sources Sought Notice in preparation for an upcoming procurement - the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) is conducting market research to determine potential sources for brand name or equal to a PreSens Precision Sensing Closed-Cell Respirometry Sensor System.



The North American Industrial Classification System (NAICS) code is 334516 – Analytical Laboratory Instrument Manufacturing. The small-business size standard for this NAICS code is 1,000 employees.



• A draft Statement of Need (SON) is provided for informational purposes only.



Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following:

STATEMENT OF NEED

PreSens Closed-Cell Respirometry Aquatic Sensor System or equivalent



PURPOSE: Closed-cell respirometry sensors and components for aquatic respirometry research to provide real-time monitoring of aquatic organism metabolic processes in response to sea water condition changes.



BACKGROUND: NMFS engages in research projects which are designed to target critical environmental factors which affect marine organism survivability, lifespan, reproduction, and behaviors. The research will model and test developing ocean conditions including pH and temperature changes as a part of testing ocean acidity and water quality changes. Closed-cell respirometry allows researchers to effect water quality conditions in a closed environment and measure changes to an organism’s metabolic processes as a result.



SCOPE: The Contractor shall furnish and deliver the sensors, probes, data-logger, and peripherals listed in Statement of Need. Delivery needs to be made no later than 31-May-2024 to the NMFS Kodiak Research Facility in Kodiak, Alaska.



TECHNICAL SPECIFICATIONS/SALIENT CHARACTERISTICS: The Contractor shall furnish and deliver PreSens Closed-Cell Respirometry sensors and peripherals or equivalent that meets the following specifications/salient characteristics:



• Compatible with seawater and able to operate in temperatures from -1 to 20 C and record temperature with a 0.1C resolution



• System must have a 0.1% O2 saturation resolution and a 0.5% O2 accuracy and function from 0-100 % O2



• The equipment must be able to do discrete measurements of O2 with a handheld meter



• Must also be able to automatically record O2 and temperature from up to 8 different experimental units automatically and simultaneously at regular user-defined intervals

• Must be able to be used in a saltwater laboratory and be easy to move from one experimental setup to another within our facility with a minimal footprint
