For Clarification: Each generator requires four quarterly services, three of which will be minor per the PWS and one of which will be Major per the PWS. As there are four quarterly services being provided, the period of performance will be one year.



Update: “Emergency service calls are to be on site within 2 hours in the event of an unscheduled equipment failure” means at any time, even outside work schedule hours.



Attached aerial photo shows location of the three generators (highlighted). All are stand alone units within parking distances of service vehicles. The Caterpillar is located behind our main building, the Katolight is located west of our filtration building and the Kohler is in a gated area approximately quarter mile from facility. All units are stand alone and parking is easily accessible within 15 ft.




  1. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6, utilizing FAR part 13 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

  2. The solicitation number is 1110149 and this combined synopsis/solicitation is issued as a request for quotation (RFQ).

  3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-05, dated September 7, 2023.

  4. See attached document (Specifications).

  5. The United States Department of Agriculture, National Center for Cool and Cold Water Aquaculture (USDA-NCCCWA) located at 11861 Leetown Road, Kearneysville, WV requires routine maintenance service on three generator sets and emergency service with a mandatory response time of two hours.

  6. Place of delivery and acceptance: Beltsville Agricultural Research Center, 11861 Leetown Road, Kearneysville, WV 25430.

  7. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.

  8. Provision 52.212-2, Evaluation-Commercial Items is applies to this acquisition. Evaluation will be based on Lowest Priced Technically Acceptable (LPTA). Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors.

  9. In order to be considered for award OFFERORS SHALL SUBMIT THE FOLLOWING:

    1. Submit Firm Fixed Price quotation (Quote on company letterhead) detailing the description, total price and valid for at least 60 days after receipt of quote.

    2. Submit SAM.gov UEI# with quotation.



  10. REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit all items requested in solicitation will be cause to reject the quote without further discussions.

  11. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.

  12. Offers must have a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, uploaded on sam.gov by the time quotes are due.

  13. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

  14. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Additional clauses included as attachment: Terms and Conditions

  15. Service Contract Act applies in accordance with attached SCA Wage Determination 2015-4285 Rev 26 30JUN2023.

  16. Quotes are due on 9/27/2023 at 5:00 PM EST by email to Roger Ammons at roger.ammons@usda.gov. (Must include the Notice ID in the Subject Line)
