SOURCES SOUGHT





1.0 INTRODUCTION: The Naval Air Warfare Center, Aircraft Division (NAWCAD), Patuxent River, Maryland, Naval Test Wing Atlantic of the Naval Air Systems Command is conducting a Sources Sought for the procurement of hardware and technical support of the Compunetix Mission Voice Platform (MVP) system in support of the Atlantic Test Range, Test Communications Branch located at the Naval Air Station Patuxent River, MD. This is a follow-on requirement that is currently being performed under contract N00421-19-D-0059 by Compunetix, Inc. An award is anticipated no later than 01 September 2024 . A copy of the DRAFT Statement of Work (SOW) is attached. This requirement shall be solicited under a Request for Proposal as a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle with Firm Fixed Priced hardware and incidental services. The MVP equipment provides a real-time internal communication system (ICS) support and communications between the flight team and the aircraft pilot as a safety of flight requirement set by ATR’s Range Safety Officer (RSO). The voice is also collected and recorded for playback capabilities within the MVP system. The Compunetix MVP hardware support provides major product and technology releases and critical security patch updates required to keep ATR systems accredited and operational.





2.0 PURPOSE OF NOTICE: This Sources Sought is a Market Research tool being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. The results of the Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. Additionally, this Sources Sought is being used to gather constructive information from industry to improve the RFP.





There is no solicitation available at this time. This is not an invitation to bid, request for quotation, or request for proposal. Any response to this Sources Sought shall be treated as information that may be used by the Navy to develop an acquisition strategy, statement of work, statement of objectives, and/or associated specifications. The Government does not intend to award a contract on the basis of this notice or otherwise pay any costs incurred responding to this notice. Based on a review of industry response(s), the Government will decide on the appropriate competition approach.





3.0 ELIGIBILITY: The North American Industry Classification System (NAICS) code is 334290 Other Communications Equipment Manufacturing with a size standard of 800 Employees and the Product Service Code (PSC) is 5895 Miscellaneous Communication Equipment.





4.0 SUBMITTAL INFORMATION: It is requested that interested businesses submit to the Contracting Office a brief capabilities statement demonstrating the ability to provide the required MVP hardware and incident technical services listed in the attached DRAFT SOW. The submitted documentation must address, at a minimum, the following:





1. Does your company have current capability to provide all required MVP hardware as outlined in the SOW?



2. Does your company have previous support history of the same or similar requirement?



3. Please provide current small/large business size status based on the previously referenced NAICS and a company profile to include, but not limited to, the number of employees, annual revenue history, office locations, CAGE Code, etc.



4. The Government does not plan to be party to any third-party agreement for access to technical data. Does your company have an existing agreement with Compunetix ? And if so, does that agreement include the access required to provide the hardware and perform the functions of the SOW?



5. Please provide any recommendations and observations that the Government team can consider to fulfill this requirement.





5.0 SUBMITTAL DETAILS: Responses to this Notice shall not to exceed four (4) pages in length on 8.5 x 11-inch paper with one-inch margins and font no smaller than 12-point Times New Roman. The Government requests that respondents deliver responses electronically via e-mail, in Microsoft Word or PDF format with proper data markings for unclassified and proprietary information, within 15 calendar days of the publication date of this Notice. All submissions should include this Sources Sought Notice Reference Number, company name, company address, and a point-of-contact who is able to discuss the Capability Statement submitted. Point- of-contact information should include name, position, phone number, and email address.





Acknowledgement of receipt will be provided. All electronic submissions must be clearly marked with the following caption: For Official Use Only, Releasable to Government Agencies for Evaluation Purposes Only. Responses that fail to comply with the above instructions or present ideas not pertinent to subject, may not be reviewed. Information submitted in response to this notice is submitted at no cost to the Government and will not be returned. The Government is under no obligation to provide responses or comments to information received from interested persons but may request additional information following review.



The capability statement package shall be sent via email to AIR 2524 Contract Specialist Benjamen Morgan, Benjamen.r.morgan.civ@us.navy.mil and Contracting Officer John Tomechko, John.r.Tomechko.civ@us.navy.mil. Submissions must be received no later than 3:00 p.m. Eastern Standard Time (EST) on 03 May 2024.
