Description

The USPFO for Arkansas intends to issue a Request for Quote (RFQ) to provide the Ft. Chaffee Maneuver Training Complex Ground Maintenance Services located at Barling, Arkansas. The resulting award will be for a service contract for a base period of one year with four (4) one-year options (12 months each). A brief synopsis of the services required is as follows:




  1. The contractor shall provide all personnel, labor, equipment, tools, materials, supervision, and quality control necessary to perform Ground Maintenance Services located at the Maneuver Training Complex, Ft. Chaffee, Arkansas.

  2. The contractor shall provide Ground Maintenance Services every other Tuesday of the week, except on recognized US holidays stated in or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. In the event of inclement weather, the contractor will be required to perform unless notified by the Contracting Officer. The contractor shall always maintain an adequate work force for the uninterrupted performance of all tasks defined in the SOW when the Government facility/installation is not closed for the above reasons.

  3. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force is essential and ensure that all their employees or sub-contractor employees that are assigned to work the Ground Maintenance contract are legally authorized to work in the United States and have no prior or upcoming felony convictions.

  4. The Contract shall ensure that all their employees or sub-contractor employees that are assigned to work the Ground Maintenance Services have installation access and meet all the security requirements.

  5. The contractor shall ensure all employees possess required driver’s license and insurance to preform work for the Ground Maintenance Services.

  6. The Government does not provide training to contractors. Contractor must ensure that any personnel performing under the Ground Maintenance Services contract are fully trained, licensed, certified, and otherwise qualified to provide the Ground Maintenance Services.

  7. Please review the attached Statement of Work for more detailed information regarding the Ground Maintenance Services.

  8. A Site Visit is not currently being offered or contemplated. However, it will be scheduled at the time of the posting of the RFQ, which will be at a future date and time.

  9. The North American Industry Classification System (NAICS) code is 561730 – Lawn Care Services and the size standard is $9,500,000.00.

  10. No additional media (CDROM, floppy disks, faxes, emails etc) will be provided. Paper copies of the solicitation will not be made available. Other methods of requesting a package will not be honored.

  11. Offerors must be registered in the System for Award Management (SAM). Offerors are responsible for checking Sam.gov for changes to this Sources Sought.

  12. All questions shall be submitted in writing to the Contract Specialist, Monica D. Walker at monica.d.walker.civ@army.mil. No questions will be answered telephonically. Questions shall be submitted be no later than 1:00 PM on Monday, 18 December 2023. A question and answer sheet will be posted to SAM.gov Sources Sought prior to submission date and time.

  13. Offerors shall submit the following documents in response to this Sources Sought to monica.d.walker.civ@army.mil by no later than 1:00 PM on Thursday, 21 December 2023:

  14. Capability Statement – Shall include the following information: Firms Illegal Name, Full Address, Telephone Number, Cage Code, Entity Unique Identifier Number, Point of Contact Name, Email Address.

  15. Past Performance – Shall include Contract Numbers, Agency Name, Agency Point of Contact Information (Name, Email Address and Telephone Number), Description of Work pertinent to the Ground Maintenance Services.

  16. No offers will be accepted via CDROM, Floppy Disks, Faxes or Paper Copy.
