Description

THIS SOURCES SOUGHT SYNOPSIS IS FOR INFORMATION PURPOSES ONLY. The Department of Energy (DOE) is issuing this sources sought synopsis as a means of conducting market research to identify small business contractors who possess the capabilities, and the resources to support, and provide lawn services located at the Office of Scientific and Technical Information located at 1 Science.gov Way, Oak Ridge, TN 37830. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561730 – Landscaping Services. DOE intends to procure these services through the award of a firm-fixed contract with a total performance period of five years which consists of a base year plus four option years.



It is requested that your response include a summary of your capabilities relative to the work in the attached draft Statement of Work (SOW). The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company’s ability to demonstrate existing, or developed, expertise and experience in relation to this procurement. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings. Please limit your capabilities document to two pages.



This request for capability information does not constitute a request for proposals (RFP); submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The Government is under no obligation to award a contract as a result of this announcement.



Interested parties should be aware that re-activation or new accounts in SAM require some time to complete. Responses to this Sources Sought announcement should be submitted no later than 5:00 p.m. ET, November 7, 2023.



The decision whether to issue an RFP for the work described in this notice is solely with DOE's discretion. Please note that this notice is not a request for proposals. The Government will not pay for the information requested herein, nor will it compensate any respondent for any costs incurred in developing information provided to the Government in response to this Sources Sought announcement.



One of the main functions of this synopsis is to assist the Contracting Officer in determining whether an 8(a), HUB-Zone Small Business, Economically Disadvantaged Woman-Owned Small Business, Woman Owned Small Business, Service Disabled Veteran Owned Small Business and/or a Small Business set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals.
