This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Savannah District is issuing the sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirements as stated in the scope of work. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990 – Dredging and Surface Cleanup Activities with a size standard of $45,000,000.00. The Product Service Code is Z1KF – Maintenance of Dredging Facilities. Per DFARS 236.204 the magnitude of construction is between $10,000,000 and $25,000,000.



Savannah Harbor is located at Savannah on the northern coast of Georgia and the southern coast of South Carolina in Chatham and Jasper Counties, respectively. The Savannah River is the line of demarcation separating Georgia from South Carolina. Savannah Harbor Dredge Material Containment Area (DMCA) 14A, located along the Savannah River directly east across from Elba Island, lies in Jasper County, South Carolina. The area is one of eight confined dredge material containment areas used for dredging the Savannah River channel. DMCA 14A is roughly 600 to 650 acres in size and parallels the Savannah River from the U.S. Highway 17 river-crossing opposite the City of Savannah to the east/southeast a distance of approximately 1.8 miles. The area is owned by the Georgia Department of Transportation. Dikes have been constructed around the entire perimeter of this area for confined storage of dredging materials. Although the area has not always had dikes, it has received dredged materials from the Savannah River throughout the 1900’s. Four weirs presently located in DMCA 14A are used to drain water from the disposal area. Three of the weirs are spaced along the southwestern (front) dike and the fourth is located on the southeastern (cross) dike adjacent to DMCA 14B.



The back dike will be raised to a uniform elevation of 29 feet mean lower low water (MLLW), and the front dike will be raised to a uniform elevation of 31 feet MLLW to gain additional capacity for containment of Savannah Harbor dredged material. Approximately 300,000 cubic yards of borrow material from the adjacent 14B DMCA will be required for the raising of the back dike and approximately 200,000 cubic yards for the front dike. Weir modifications for weirs 14A1, 14A2, and 14A3 are anticipated, as well as blanking off the cross-dike weir 14A/B. The borrow material consists of dredge spoils from the Savannah River. The dike construction will be performed to the inside of the existing dike crest and slope. Additional project requirements include clearing, grassing, and erosion control provisions.



The current schedule is for this requirement to be awarded in 4th quarter of FY24. It is anticipated that work can be completed within 18 months from Notice to Proceed (NTP).

If significant subcontracting (self-performance is less than 15%) or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements to include the percentage anticipated to be self-performed by each party.
