The Defense Information Systems Agency (DISA) is seeking sources for the enterprise Military Housing (eMH) for Commander, Naval Installation Command (CNIC), N933 Housing Program Office.

INTRODUCTION:





This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, and Woman-Owned Small Businesses) to provide the required products and/or services.





The enterprise Military Housing (eMH) system is an enterprise-wide solution that supports all the Department of Defense (DoD) Services for Housing and the Department of Homeland Security (DHS) Coast Guard for referral Housing.





The eMH Program Management Office (PMO) is seeking information from potential sources for:






  • Information Technology - Professional Services

  • Project Management

  • Technical architecture

  • Configuration management and compliance

  • Information Assurance (IA) compliance

  • Hosting and technical hosting support

  • Development and database management

  • End user support to include phone and email support as well as virtual and onsite visits





The anticipated Place of Performance is the Washington DC (primary office, contractor-provided) area, Asia (government space on Naval Station Atsugi, Japan), and Europe in Germany within a 2-hour drive of Ramstein Air Force Base and Army Garrison Kaiserslautern (contractor-provided). The contractor's primary office must be local within the 50-mile radius to the National Capitol Region with NO EXCEPTIONS. Key personnel for the contract include the Project Manager (PM), System Architect, Operations Manager, Release Manager, Database Manager, Hosting Manager, and Support Office Operations Manager.

eMH is a Defense Business System (DBS) that provides a singular and central housing program management application for Family Housing and Unaccompanied program management. In addition to being a system with intense Congressional and senior level DoD focus, a USD (AT&L) memo subject: eMH Information Management System, dated April 16, 2014, eMH was identified as the single joint DBS to be utilized by the Department of the Navy & Marines, Department of the Army, Department of the Air Force, and the system was designated as the DoD Housing program management system. At the time of preparing this document, at the direction of the Secretary of Defense, the Deputy Assistant Secretary of Defense (Housing) is preparing a new policy amplifying the Military Departments' mandatory use of the system. eMH automates housing requirements at all organization levels within each Military Department, including the installation Housing offices.





In addition to DoD components, eMH is also utilized by the Department of Homeland Security for the US Coast Guard Housing program. The eMH system is Government Owned, Government Operated (GOGO); the Navy owns the hardware, software, code, and data for the Quality Assurance Environment (QAE), Staging, and production environments, as well as Support Office hardware, software, and data. Additionally, the production site of eMH is hosted at the CNIC Enterprise Services Center (CESC) in Norfolk, VA, a ".mil" hosting center. The system is an integrated, web-based housing application with a common data warehouse and business modules that automate critical headquarters, region, and installation Housing business processes.





To elaborate on eMH business automated core processes, the system consists of a myriad of detailed and accurate record-keeping activities that support eMH's Operational, Analytical, Requirements Determination, and Privatization. This includes government-owned, leased, and privatized family and unaccompanied housing programs, furnishings, and community housing services. The eMH system is currently used worldwide across over 400 locations. The program user base currently consists of ~8,000 active (logged in within 30 days) users in the eMH private environment and ~6,000 users in the eMH public environment (primarily property managers and service members). eMH is used to manage DoD Housing inventory and occupancy and to provide Housing services to DoD and DHS Housing customers. This includes ~240,000 owned, leased and privatized family housing units, ~528,000 owned, leased and privatized unaccompanied beds and ~178,000 community referral properties. Installations, regions, and headquarters use the system, including Housing offices throughout the world, including Housing offices in the US, South America, Europe, Mid-East, Africa, Japan, Korea, Guam, and remote island installations.





The system utilizes a secure single sign-on solution and common database that allows data generated at all levels to be available for housing management and business decisions. In addition, eMH is comprised of a private website (eMH) and three public sites (Homes.mil, Housing Early Assistance Tool (HEAT), and Housing Maintenance Request Service (HMRS)). All major housing business areas (excluding financial, contracts, and maintenance) are automated in eMH, including inventory and occupancy management, community referral, leasing, flag housing, public-private ventures (PPV), base loading, requirements determination, metrics, and reporting. The integrated, web-based eMH system is required to meet current and future worldwide housing requirements as outlined in the attached PWS.





REQUIRED CAPABILITIES:





Potential contractors must demonstrate their experience with the 5 areas listed below. The contractor must have experience in hosting, system administration, and ensuring compliance of sensitive, moderate DoD systems with private and public websites. Experience providing end-user support and site visits for US and foreign-located DoD installations, and experience with compliance with ongoing system and personnel security requirements to support a Joint DoD Housing System.





The contractor shall have demonstrated experience and expertise to support a joint Defense Business System (DBS) and be adept in applying the DoD and Navy Information Technology (IT) policies and directives to support a joint system like eMH, and the contractor shall support the eMH Program Management Office (PMO) initiatives to meet Enterprise goals while adhering to applicable DoD and Navy Information Technology (IT) policies and directives. The contractor PM ensures resources are used efficiently and effectively, IT controls are in place, work efforts progress as planned, deliverables are provided on time and relevant information is communicated among all appropriate parties. Please provide a summary of technical capabilities in the below core areas.






  1. Project Management:





Describe your experience providing project management for a large joint enterprise global DBS to include compliance, hosting, development, end user support and offices and personnel located in foreign locations. Describe your experience negotiating and procuring commercial software and hardware for a large DBS. Describe experience with transition requirements, which allows for uninterrupted services with end-users at the installation, region, headquarters, and DoD Service leads and stakeholders.






  1. Technical Architecture:





Describe experience in adhering to DoD/Navy's technical architecture standards for a joint Service DBS, and provide detailed information that highlights experience in providing technical support and services for technology on-premise and cloud environments. Elaborate on experience ensuring a large DBS complies with the current and evolving policies, standards, accreditations, and certifications related to DoD and Navy architecture, development, database, network, and information security.






  1. Configuration Management and Compliance:





Describe experience in managing and supporting the technical configuration for .mil on premise and Impact Level (IL) 4 cloud .mil compliant hosting locations to meet the eMH's system requirements. Describe experience self-hosting compliant QAE and Staging environments. Describe experience in documenting and preparing technical system compliance documentation, and experience with the Commercial Off the Shelve Software, and hardware compliance requirements.






  1. Technical hosting, Development & Database services:





Describe experience using industry processes and methods such as Dev-Sec-Ops and Agile to complete large and complex technical system administration, database and development tasks, development and database expertise to support public and private websites, multiple networks, and data interfaces.






  1. Enterprise End User Support and Testing:





Describe experience and current capabilities in staffing, operating, and maintaining a large DBS end-user support program to include using a ticketing system for end user requests. Provide experience operating a testing and quality control program for a large complex DBS. Describe experience maintaining a large reporting, data export and exchange services for a DBS. Describe experience providing concurrent site visits and remote training to DoD installations, including remote, isolated, secure environments.





SPECIAL REQUIREMENTS:



The eMH system is a Mandatory Access Control (MAC) III with a privacy overlay. The contractor who works on this project must have expertise in safeguarding Personally Identifiable Information (PII) and should be familiar with the DFARS Clause 252.204-7012, Covered Defense Information, and Cyber Incident Reporting (CUI) requirements. Security controls must be compliant with NIST Special Publication 800-171 guidelines. The contractor will NOT be provisioned or provided government laptops and must be familiar with safeguarding Controlled Unclassified Information (CUI) / Controlled Defense Information (CDI) within their corporate environment.



This requirement also necessitates that the contractor have two support offices located outside of the US and located in Asia (government space on Naval Station Atsugi, Japan), and Europe in Germany within a 2-hour drive of Ramstein Air Force Base and Army Garrison Kaiserslautern (contractor-provided). The contractor must have operational experience outside the US, including supporting Status of Forces Agreements (SOFA). Please confirm in your reply to this SSA that you can meet this requirement.





SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541519, with the corresponding size standard of $34M in average annual receipts. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code.





In order to determine a small business set aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with FAR clause 52.219-14, Limitations on Subcontracting.



To assist DISA in determining the level of participation by small businesses in any subsequent procurement that may result from this Sources Sought Notice, provide information regarding any plans to use joint ventures (JVs) or partnering. Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice.
