Description

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 6.302-1(b)(1)(ii)) with the The University of Oregon, (Cage 5D489) 1500 SW Jefferson ST, Corvallis, Oregon 97331-8655, for a contract for Improved Harmful Algae Blooms (HABs) Prediction with Hybrid Models.



The US Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), requires scientific research services to requires to include tasks and deliverables for the development and application of hybrid numerical-machine learning models for the prediction of harmful algae blooms in inland reservoirs and/or lakes. Outcomes of this research are models, code, and documentation of example case study applications to enable USACE to adopt the hybrid modeling approach at additional sites.



The Hybrid HABs project is intended to create new knowledge regarding predictive modeling of HABs in inland lakes as well as train the workforce (academic and federal) in the application of hybrid modeling approaches for water quality. This will be accomplished by involving students, post-doctoral researchers, research scientists and other staff in the development of three case study examples with documentation for technology transfer to USACE. The University of Oregon is specialized in numerical modeling, and currently run a HAB’s dashboard for Detroit Reservoir.



This acquisition is being conducted under FAR 6.302-1(b)(1)(ii)). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a small business size standard of 1,000 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
