Description:
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The National Institutes of Health (NIH) intends to award a fixed price contract with a base year and four potential option years to Roche Diagnostics Corporation located in Indianapolis, Indiana 46256-1025 on a sole source basis for the new Roche COBAS® Pro Solution system instrument rental, reagent kits, calibration material, instrument supplies and service.
The Department of Laboratory Medicine has a requirement to upgrade the COBAS® 6000 rental instrument and platform to the new Roche COBAS® Pro Solution system instrument rental, reagent kits, calibration material, instrument supplies and service. The Roche COBAS® PRO Solution platform will replace the outdated Roche COBAS® 6000 platform used for patient care testing and in research protocols.
Roche Diagnostics is the original manufacturer of Roche COBAS® PRO solution, components, reagents, and consumables. The Roche COBAS® PRO solution platform has been evaluated and qualified for testing of various sample types. The new COBAS® PRO system must be compatible with the current laboratory infrastructure and software system. The Roche COBAS platform has been evaluated and qualified for testing of various sample types. In addition, the Roche COBAS Pro reagents, consumables, and equipment are proprietary in nature and are not interchangeable with other instrumentation reagents. Roche reagents are only compatible with Roche instrumentation. There is no substitution nor deviation for the Roche equipment. Due to the protocols in place used in patient testing and research. Any change would involve evaluating new testing for every type of sample against the manufacturer's specifications for retraining staff and creating standing operating procedures for approval.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
