The Defense Threat Reduction Agency (DTRA) is seeking capabilities statements related to the following:





DTRA’s Research and Development Directorate, Nuclear Technologies Department, Nuclear Technologies-Assessments Division (NTA), requires performer support and expertise to modify and further develop the Air Force’s STORM to integrate and be interoperable with the MINES tool.





The 2018 Nuclear Posture Review (NPR) directed the military services to “strengthen their ability to integrate nuclear and non-nuclear military operations ….and to continue to operate in and through a nuclear environment.” This directive is aimed at enhancing U.S. warfighter ability to operate in and through a nuclear environment through wargame play that displays (simulates) the nuclear effects and mission impacts on the battlefield. Accordingly, DTRA RD-NTA is supporting this objective through the integration of STORM with the DTRA-developed software tool MINES.





The overall objective of this project is to use STORM as a secondary test bed for integrating MINES into existing (modeling and simulation) M&S platforms and wargaming tools. The performer shall request approval from the COR prior to the purchase of any equipment to complete these tasks.





DTRA seeks to integrate the AF’s STORM with MINES in parallel with the ongoing integration of OSD’s SWIFT with MINES, in support of the Secretary of the Air Force, Office of Studies, Analyses and Assessments.





Specific requirements are as follows:





• Initiate a design roadmap for STORM integration with MINES.





• Complete a design roadmap for STORM Integration with MINES.



•• Develop STORM into a testbed for MINES integration



• Plan and execute a wargame demonstrating STORM and MINES interoperability.



• Execute additional wargames.





Sources having the capability to meet these requirements are invited to respond to this notice. Responses should be limited to a ten (10)-page white paper, in 12-point Courier New font (not including cover page, cover letter and table of contents). Any proprietary concepts of information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this Sources-Sought Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted.





All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. Requests for same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources-Sought Notice. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.
