Description
The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the SAM.gov website. The entire solicitation package will be available in Adobe PDF. Paper copies of the solicitation when issued will not be made available.

Solicitation Proposed Issue Date: Estimated issuance ON OR AFTER March 18, 2024.

Title of Project: GRAND TETON NATIONAL PARK - Roy Chambers Rehabilitation - GRTE PMIS NO. 228830H

Description: Grand Teton National Park, Roy Chambers, Mormon Row Road, Moose, WY 83012. The Work consists of: Reconfiguration and rehabilitation of three buildings to accommodate seasonal housing and supporting functions at the Roy Chambers Homestead within the existing Mormon Row Historic District. Generally, the work will include architectural, structural, mechanical, electrical, plumbing, and civil site work to create 4 sleeping rooms with associated bathing, kitchen, and living spaces at the existing historic house, bunkhouse, and garage buildings and associated site improvements. This project requires Historic Preservation Treatment Procedures and all work on or near historic buildings, structures, sites, and landscapes shall be conducted in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Properties.
a. House: The existing house is a single-story wood framed structure with partial cellar and attic space. Work will include, but is not limited to, selective demolition, structural upgrade, rehabilitation, repair, restoration, mechanical, electrical, plumbing, and finish upgrades to the entire structure.
b. Bunkhouse: The existing bunkhouse is a single-story wood framed structure with limited crawlspace and attic. Work will include, but is not limited to, selective demolition, structural upgrade, rehabilitation, repair, restoration, mechanical, electrical, plumbing, and finish upgrades to the entire structure.
c. Garage: the existing garage is a single-story CMU & wood framed structure with slab-on-grade. Work will include, but is not limited to, selective demolition, structural upgrade, rehabilitation, repair, restoration, mechanical, electrical, plumbing, and finish upgrades to the entire structure.

Location of Work: Grand Teton National Park, Teton County, Wyoming, USA

Type of Procurement: A negotiated firm-fixed contract will be awarded in response to the solicitation. The government will consider an offeror's technical capability in comparison to its price.

Project Magnitude: Between $1,000,000 and $5,000,000

Time for contract completion: The period of performance will start on approximately Summer 2024 and be completed by approximately Fall 2025.

This procurement is being solicited as total Small Business (SB) Program Set-Aside (FAR 19.15). The small business size standard for NAICS 236118 is $45 million.

This Presolicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) or a promise to issue an IFB or RFP in the future. This Presolicitation Notice does not commit the Government to contract for any construction services whatsoever. Further, the Northern Rockies Major Acquisition Contracting Office is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Presolicitation Notice. Not responding to this Presolicitation Notice does not preclude participation in any future RFP, if any is issued. It is the responsibility of the interested parties to continue to monitor the posting site at www.sam.gov for future solicitation postings.
