Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 10, 260 E University Ave. Cincinnati, OH 45219, intends to award a sole source purchase order contract to Zimmer Bioment, 345 E Main St, Warsaw, IN 46580, for the Indianapolis VA Medical Center Sternal Plating for High-Risk Heart Surgery Patients. This procurement is in accordance with FAR Subpart 16.505(b)(2)(i)(B): Only one awardee is capable of providing the supplies or services required at the level of quality because the supplies or services ordered are unique or NAICS Code 339113, Surgical Appliance and Supplies Manufacturing. The surgeon attaches specially designed titanium plates to the sternum to fix the edges of the sternum securely. Zimmer Bioment is a large business. The VAMC Cardiac surgeon uses this technique for stabilizing the breastbone, which has resulted in a dramatic decrease in post-operative infections in high-risk patients.



This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals or quotes. No solicitation documents are available; however, any firm that believes it that they can meet the requirements may give written notification to the Contracting Officer by March 14, 2024 to be considered. Supporting evidence must be furnished in enough detail to demonstrate compliance. Information must be sent electronically to Contracting Officer dwight.petsche@va.gov. Any responses received will be evaluated; however, a determination by the Government as to whether to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Responses must be received by 5PM March 14, 2024 to be considered.
