Description

THIS IS A PRESOLICITATION NOTICE. THE FULL SOLICITATION PACKAGE WILL BE POSTED ON OR SOON AFTER MONDAY, APRIL 22nd, 2024.



This will be advertised to 100% small business.



Project Description:



to provide repair and maintenance to the Forest Service owned housing units on the Thorne Bay Ranger District (TBRD) in Thorne Bay, Alaska. All work shall be performed in accordance with the statement of work, specifications, and all federal, state and local laws and regulations. The work to be performed is to replace all water fixtures and potable water plumbing with PEX tubing in the Duplexes, Quads and Bunkhouse on the Thorne Bay Ranger District. Thorne Bay is located on Prince of Wales Island and is accessible via the Inter-Island Ferry authority, floatplane, or Island Air out of Ketchikan, Alaska.



The estimated price range is between $250,000 - $500,000



The estimated period of performance for this project will be 120 days upon issuance of the Notice to Proceed.



GENERAL REQUIREMENTS



The contractor shall provide all materials, equipment, transportation, supervision, and labor required to:




  • Secure water to affected units at cutoff valve to units.

  • Replace all copper potable water plumbing from the above ground supply line to the bathroom sinks and kitchen sinks for all residential buildings. All other connections to the mechanical, appliances, shower, toilets, utility sinks, etc may be left in place.

  • Replace copper lines with equal size PEX tubing.

    • Allow at least 1.5” of slack per 10’ of PEX tubing to allow for expansion and contraction.

    • For horizontal runs, place supports at least every 32 inches. Use plastic hangers or metal supports designed for use with plastic tubing.

    • Keep tubing a minimum of 12 inches vertically or 6 inches horizontally from sources of high heat such as heating appliances. Use copper pipe for inlets and outlets from hot water tanks within 12 inches of the tank.

    • Insulate PEX tubing in the Quad crawlspaces.



  • Contractor may abandon existing domestic water copper piping in place.

  • Replace all bathroom and kitchen sink fixtures as outlined in Table 1 below. Provide 4 additional kitchen and bathroom fixtures for government storage. Maintain adjacent filtered drinking water spigot.

  • Replace supply lines and under sink shut off valves for all units.

  • Install lead-free, flushable and reusable spin down sediment water filters with scraper at each supply line downstream from the shutoff valve and meter congruent with the pipe diameter. Filter shall be 50 Micron stainless steel mesh with transparent monitoring housing. System shall have a 360⁰ rotatable head connection to allow versatility for installation in areas with vertical supply lines. Plumb as recommended by manufacturer and install ball valves before and after. Coordinate with COR for accessible placement.

    • Quads and bunkhouse shall have a 110 oz capacity.

    • Duplexes shall have a 16 oz capacity.



  • Upon work completion, pressure test, flush new plumbing, disinfect, and test water for coliforms. Test from at least 3 fixtures in each duplex (12 total, each half of duplex houses will have at least one sample taken), 1 fixture in each quad housing unit (12 total), and 3 in the bunkhouse. Install boil water notice on fixtures until satisfactory results are received. Provide results to COR.

  • All drywall work including cutting, patching, taping, mudding, texture, and painting shall be considered incidental to the work.

  • Provide red lined drawings to COR.
