Notice of Intent to Sole Source (HT9425-23-NOICB10) The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the Armed Forces Medical Examiner System (AFMES), is issuing this notice of intent to award a new purchase order on a sole source basis. This is not a request for proposals. This notice does not represent a commitment by the Government to pay for costs incurred from the preparation and/or submission of data in response to this notice. The Government intends to award a sole source contract to Labware, Inc. The Armed Forces Medical Examiner System (AFMES) needs to procure Labware annual maintenance, support, and upgrades. The Labware LIMS application is currently deployed at AFMES. This contract will be for the maintenance, support, and upgrade of the existing laboratory information management system (LIMS) that is in use by the Special Forensic Testing Drug Testing Laboratory (SFTDTL) located within AFMES DFT. As part of their laboratory certification under the DoD Drug Demand Reduction Program (DDRP), SFTDTL is required to use a LIMS to accession, track and manage all specimens submitted for testing. The LIMS manages laboratory data and workflows and includes modules or applications for inventory, stability, testing, product and sample management, laboratory data capture, laboratory process automation and laboratory notebook management. The currently deployed system is Labware LIMS 8. The LIMS will continue to serve as an electronic lab notebook and laboratory execution system for AFMES. This contract will be issued on a sole source basis. The North American Industry Classification System (NAICS) code for this requirement is 541511-Custom Computer Programming Services. Any sources that believe they are eligible and capable of providing this product must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the items outlined above to include authorization to perform work on the currently deployed system Labware 8. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by 9:00 am Eastern Time on 25 September 2023, which reflects ten (10) days after the publication of this notice, the contract will be awarded without further remark (IAW FAR 5.203(a) (1) the contracting officer may establish a shorter period for issuance).
