THIS IS A REQUEST FOR INFORMATION FOR MARKET RESEARCH PURPOSES.





This is just a Request for Information for market research purposes, not a Request for Quotation. This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only.





This market survey is for the purpose of determining the availability of qualified companies technically capable of meeting the Government requirement for the removal of all the existing Seimens MXL Voice Evacuation Fire Alarm Control Panel(s) and replacing with new Siemens Desigo Fire Safety Modular Panel Voice Evacuation Fire Alarm Control Panel. Demo existing beam smoke detection system and install a VESDA Air sampling detection system at the Bryan Simpson Federal Courthouse, 300 North Hogan Street, Jacksonville FL.



Contractor shall provide all materials, labor, tools, equipment and supervision to provide a new fire alarm control panel, upgrade and repair as necessary, to provide a complete and properly functioning fire alarm system to accommodate all upgraded elevator functions.



Fire protection and life safety systems must comply with PBS-P100, Chapter. As provided in PBS-P100 Chapter 7, NFPA 72 is the primary applicable standard regarding fire alarm systems. All system components shall be UL listed, FM approved, or accepted or approved by any nationally recognized testing laboratory. All fire alarm system work shall meet the requirements of the 2019 Edition of NFPA 72.



Contractor shall remove all the existing Seimens MXL Voice Evacuation Fire Alarm Control Panel(s) and replacing with new Siemens Desigo Fire Safety Modular Panel Voice Evacuation Fire Alarm Control Panel. The new Fire Alarm Control Panel shall be compatible for migration of all existing fire alarm devices, and for proper elevator/fire alarm interface, to provide a fully functional fire alarm system. Also, Demo existing beam smoke detection system and install a VESDA Air sampling detection system for the Atrium.

Program the new fire alarm control panel(s) and any related components and devices into the alarm system to provide a fully and properly functioning fire alarm system. Testing: A complete test will be performed after installation to assure all devices are functioning properly. The full function testing will be performed over a weekend or after normal business hours so as not to disrupt daily business. Correct hardware and programming defiencies identified during testing. Conduct follow up test and correction until the alarm system is fully functional.



Provide fire alarm testing report to General Services Administration (GSA). Provide a one (1) year written warranty to GSA covering parts, components and all workmanship for a fully and properly functioning fire alarm system. Written guarantee/assurance there will be no oily residue accumulation in the fire alarm control panel from any of the existing or newly installed wiring.



The work performed under this contract shall be performed to a level that meets or exceeds GSA requirements and industry standards and practices. Work not meeting the contract requirements shall be corrected at no addition cost to the Government. The Government will make site visits to observe work in progress. These site visits may be unannounced. All materials and equipment utilized in performance of the work must meet the requirements of the Facilities Standards for the Public Buildings Service, PBS P-100 and other applicable codes and standards. Compliance with the 2019 Edition of NFPA 72 is required. The Contractor shall request a final inspection in writing. Provide three (5) working days advanced notice to the Contracting Officer Representative. The Contractor shall assist the Government in conducting a final inspection and preparing a punch-list documenting remaining work. The Project work shall be considered substantially complete when the system is successfully pre-tested, with subsequent final witnessed successful testing and acceptance by the GSA Regional Fire Protection Engineer.



Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives.
