THIS IS NOT A REQUEST FOR BID - PLANS ADN SPECIFICTIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by email to CFLContracts@dot.gov (Attn: Sheri Walsh) for receipt by close of business (2:00 p.m. local Denver time) on December 19, 2023:



(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;

(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;

(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $5 million, and your firm’s aggregate bonding capacity; and

(4) Provide a list of bridge, box culverts and trail construction projects of equal or greater value and similar scope to that described herein and in which you have performed roadway reconstruction, asphalt paving, curb and gutter and roadway drainage (cross culverts and storm drainage systems). State whether your firm was the prime contractor or subcontractor on the project.

PROJECT DESCRIPTION:



Joe Tank Road (FR136) provides access to the Los Caballos Trailhead and to Apache-Sitgreaves National Forest. The Project is northwest of Show Low, Arizona in Navajo County. The Project is accessed from North Clark Road (AZ-260) about two miles northwest of West Deuce of Clubs Avenue in Show Low. The project extends 0.6 miles west along Joe Tank Road past the Los Caballos Trailhead #638 in the Apache-Sitgreaves National Forest. There is a base Schedule (0.32 miles) and an Option (0.28 miles).



PROJECT NAME: AZ FLAP NAV FR136(1), Joe Tank Road - 151604NAV1361



SCOPE OF THE WORK:



The project scope includes include providing a wider roadway bench and paved shoulders for approximately 0.6 miles from State Route (SR) 260 to Apache-Sitgreaves National Forest (ASNF) land. The improvements will consist of the removal of the existing asphalt surface and base material and the construction of a new roadway structural section, including new aggregate base and a new asphalt surface. The Project will provide a new paved surface, ditch construction or reconditioning to improve drainage, extending, or



replacing culverts, the replacement of a cattle guard, minor City of Show Low utility valve box and manhole adjustments and the installation of new street signage. The existing roadway bench width of approximately 20 feet is proposed to be widened to 24 feet, allowing for curb and curb and gutter on both sides of Joe Tank Road.



Access to all approach roads within the project limits must be maintained during construction.



PRINCIPAL WORK ITEMS (Totals reflect base Schedule plus Option):




  • 4,500 cubic yards of roadway excavation

  • 5,000 tons of roadway aggregate

  • 1,900 tons of asphalt concrete pavement

  • 6,600 linear feet of curb and curb and gutter

  • 1,150 linear feet of pipe culvert, 3 manholes and 3 inlets

  • 125 cubic yards of rip rap



ANTICIPATED SCHEDULE: Advertisement Late January 2024; Award Late March 2024; Construction May 2024 through August 2024.



Estimated Range is between $2,000,000.00 and $5,000,000.00
