The North American Industrial Classification System (NAICS) code for this notice is 518210 - COMPUTING INFRASTRUCTURE PROVIDERS, DATA PROCESSING, WEB HOSTING, AND RELATED SERVICES, Size Standard $41.5M, Product Service Code DG01 - IT AND TELECOM - NETWORK SUPPORT SERVICES (LABOR). NAVSUP FLC Philadelphia intends to solicit on other than full and open competition basis for a bridge for IT support services for the National Defense University. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 13.105(c). The government intends to solicit and negotiate with Open San Consulting L.L.C. who is the only source that has the requisite staff on hand, with the technical expertise, capability, and knowledge of the NDU IT Support Services and can provide the services without interruption for the interim period beginning 01 January 2024, on a sole source basis. Awarding a new interim contract to a vendor other than OSC would not provide sufficient transient time to avoid a lapse in support and would result in a complete mission stoppage across NDU. The requirement is for IT support services. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the government will consider all proposals received by Sunday, 12/19/23 at 1:30 PM. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this proposed procurement action based on the responses received is solely with the discretion of the Government. The Government will not pay for information received.
