Description

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with University of Arkansas, 1125 W Maple ST STE 316, Fayetteville, Arkansas 72701-3124, for modeling electrochemical pH gradients and particle electro-mineralization. The focus of this work is to conduct modeling studies that promote physical and chemical understanding of probe microscopy systems critical to the assessment of pH gradients and materials nucleation and growth processes in these complex environments is best completed using modeling software.



The minimum needs for this service contract are for the contractor to have: 1) execute tasks modeling electrochemical pH gradients and particle electro-mineralization; 2) experience and technical expertise using COMSOL Multiphysics Simulation software with the electrochemistry module; 3) generate models to produce usable experimental models depicting methods such as Atomic Force Microscopy and Scanning Electron Microscopy. Models must depict Gradient Simulation and Particle Growth and AFM-SECM Approach Simulation and build upon previous data services received to USACE ERDC; and 4) Data report.



The intended procurement will be classified under North American Industry Classification System (NAICS) 518210 – Data Processing Services. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
