Sources Sought Synopsis

The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement. The requirement is to establish non-priced Blanket Purchase Agreements (BPAs) for heavy construction vehicle rentals in accordance with FAR Part 12 and 13. This is a 100% Small Business Set-Aside with the following NAICS codes:






  • 532412 Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing.

  • 532490 Other Commercial and Industrial Machinery, equipment Rental, Leasing.

  • 336999 All-terrain vehicles (ATVs) wheeled or tracked, manufacturing.

  • 333120 Aggregate spreaders manufacturing.





These NAICS covers both rented/leased equipment. The predominant NAICS is 532412, and the small business size standard is $40 Million.





A small business firm as defined by this standard may compete for a Heavy Equipment BPA. A non-exhaustive list specifying frequently used equipment is included with this synopsis, but all equipment will be confined to the aforementioned NAICS codes. The areas of performance will be within the states of Florida and Georgia. This announcement constitutes the only solicitation.





There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.



The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, namely the Small Business Community to include Section 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns. The Government must ensure there is adequate competition among the potential pool of responsible contractors.





Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform as defined description of supply (DOS). This BPA outlines the heavy equipment to be rented and to be delivered in a very broad nature, and each Call Order issued will identify the exact nature, quantity, and supplies to be delivered for the specific project.





Objectives: The Objectives of this agreement include:




  • Pre-screening potential Contractors for Technical Merit

  • Rapid Competition and Award of Call Orders when Leased Equipment is Required

  • Identifying and Grouping Contractor Resources by Machine Category and Geographic Location





Period of Performance: The period of performance shall be five (5) years. See each Call Order for the period of performance.





Place of Performance: The work under this agreement will vary and identified in each call order.



A minimum of four (4) BPAs will be established with responsible firms who have demonstrated satisfactory past performance for the type of rental equipment as specified in the attached Description of Supply.





Firm’s response to this Synopsis shall be limited to 3 pages and shall include the following information:





1. Firm’s name, address, point of contact, phone number, website, and email address.



2. Firm’s interest in bidding on the solicitation when it is issued.



3. Firm’s capability to perform a contract of this magnitude and complexity (include firm’s capability to execute comparable work performed within the past 2 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) – provide at least 3 examples.



4. Firm’s Business category and Business Size –Other than Small, Small Business, 8(a), SDVOSB, WOSB, or HUBzone. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category. i.e. SB, 8(a), SDVOSB, WOSB, or HUBZone.



5. If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangements to include Joint Venture information if applicable – existing and potential.





All responses to this sources sought notice/market research will be evaluated and used in determining acquisition strategy.

Prior Government contract work is not required for submitting a response under this sources sought synopsis.
