The purpose of this solicitation is to obtain a certified operator to become the direct responsible charge (DRC) for the Diamond Lake Recreation Wastewater System (DEQ permit number 100833) in accordance with Oregon Administrative Rule 340-049-0015. In addition to service as the direct responsible charge, the contracted operator will serve as the subject matter expert on system administration and will provide intermittent guidance on operations as requested by the Forest Service.
Diamond Lake Recreation Area Wastewater system is located on the Umpqua National Forest and services the Diamond Lake campgrounds, the Diamond Lake Resort, and the Diamond Lake RV Park. The system is located approximately 55 miles (as the crow flies) west of Roseburg, OR at coordinates 43.184432968852256, -122.14075158086153. Travel distance from Roseburg is estimated around 80 miles.
The majority of the Diamond Lake Wastewater System was constructed between 1967 and 1974. The collection system consists of both gravity and pressure sewer. There is approximately 9.5 miles of combined pressure/gravity sewer lines at the site ranging in size from 3 to 12 inches in diameter. Twelve lift stations with most wastewater passing through a final lift station with two 75-hp pumps rated at 1,000 gpm each. Treatment is accomplished by a 4-cell, 14-acre lagoon managed under a WPCF permit. DEQ classifies the collection and treatment operator requirements as Class 1.
